GROWING TOGEE report
TO: Honorable Mayor and Members of the City Council
ATTENTION: Ryan Smoot, City Manager
FROM: Len Gorecki, Assistant City Manager/Director of Public Works Sarah Ho, Public Works Manager
SUBJECT:Consideration and possible action to review the Citywide fence installation program utilized for vacant lots and right-of-way areas for community aesthetics, beautification and security purposes.

DATE: November 12, 2024

EXECUTIVE SUMMARY
The Fiscal Year 2024-25 Capital Projects budget includes funding for the installation of fencing on vacant lots and right-of-way areas for neighborhood aesthetics, beautification and security purposes. For the past several months, there has been a steady increase in requests for fencing at locations throughout the City. The current project account of 135,000 is limited and does not allow for additional large segments of fencing to be procured and installed.

RECOMMENDATION TO CITY COUNCIL
1) Review and discuss the Citywide fence installation program; and 2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
Included in the biennial 2023-2025 Capital Projects budget is $135,000 for fencing improvements. Expansion of the fencing program would require a budget amendment to allocate additional funds in Account No. 011-47016-9000 for fiscal year 2024-25.

DISCUSSION
Recently, there has been a steady increase in the number of requests the City receives related to vacant lot aesthetics and trespassing through various right-of-way areas. The fencing of vacant lots typically manifests following an extensive effort by the City's Code Enforcement team and property owner. The fencing used at these locations is the white vinyl Kentucky -style fencing. Conversely, the trespassing activities often occur through right-of-way areas that are adjacent to the riverbed channel, Metro rail line property and the 91 freeway. Historically, these areas are typically secured with simple chain link fencing or there is no fencing in place which allows for unimpeded access of vehicles, bicycles and carts to areas where they do not belong. While chain link fence represents a slight deterrent, it is easily cut or pushed out of the way. Repairs made to cuts or missing segments often consist of a non -uniform look and is not aesthetically pleasing.

DISCUSSION — Continued
A portion of the funding in the current budget was established based on estimates received to install a more secure fencing product, the Designmaster Classic fencing system, at the 91 Fwy underpass areas at Clark Avenue and Woodruff Avenue — estimated at $105,000 total. In addition to these two locations, Public Works staff recently completed a comprehensive survey and identified all existing chain link fence and also noted areas where there is no current fencing barrier of any type in place within these right-of-way areas. From the survey, staff identified multiple areas that could benefit from the installation of a more secure fencing product such as the Designmaster Classic. City-wide, there is approximately 11,500 linear feet of chain link fencing, which includes existing vehicle and pedestrian gates.

Based on visual evidence during the survey, staff identified three areas that could be targeted for installation of a more secure fence in an effort to reduce trespassing if the City Council elects to expand the project at this time or in the future. The locations and estimated cost of these three locations are as follows:

Street Location Linear Ft Gates Cost Estimate
Palm St (s/o 91 Fwy) from Passage Ave to
cul-de-sac end
1,260 2 Vehicle 205,500
Beach St (n/o 91 Fwy) from 10414 Beach
to cul-de-sac end
580 1 Vehicle 96,500
Palo Verde Ave (s/o 91 Fwy) at N cul-de-
sac end
80 1 Vehicle 34,000
Total:1,920 4 Vehicle 336,000
If City Council elects to move forward with the installation of additional fencing, it would require a budget amendment to the existing capital projects account. 2-
