DISCUSSION
On September 11, 2023, the City awarded a contract to Belco to modify the existing traffic signal on Bellflower Boulevard at Park Street. On September 9, 2024, the City approved CCO No. 1 in the amount of $9,162 to remove an existing streetlight pole at the northeast corner of the intersection that presented a physical barrier to the foundation footing required for the new traffic signal pole on the corner. Proposed CCO No. 2 in the amount of $129,040 is for the replacement of the existing traffic signal conduit and pullboxes throughout the intersection. The initial design proposed the re- use of the existing conduit. However, upon field inspection following potholing activities, it was determined that the existing conduit had deteriorated in several locations and cannot be used thereby requiring the installation of new conduit throughout the intersection.

The total cost of both change orders is $138,202 which represents an increase of 33% from the original contract amount of $418,888. Amendment No. 1 to the agreement with Belco will revise and increase the contract to $612,090 which will include both contract change orders with a $55,000 contingency. The new contract amount of $612,090 exceeds the City Manager’s signature authority. Therefore, staff recommends that the City Council authorize the City Manager to execute Amendment No. 1 with Belco for the project.
