At the meeting, the City Council approved the following: (1) a $7,500 contribution from the Cannabis Education Fund to the 605 All Star Band; (2) authorized the City Manager to coordinate with the City of Lakewood to provide a parade practice route through both cities on December 1, 2024; and (3) approved in-kind services to assist with the practice parade.

Staff Report – Consideration of a Contract with Roadway Construction Service for Street Closures and Traffic Control Service for 605 All Star Band Practice Parade November 12, 2024

Page 2 of 2 ends

DISCUSSION
Following the May 28, 2024, City Council meeting, City staff have held several meetings with Lakewood staff and the 605 All Star Band director to determine the level of effort needed to safely provide a parade practice route for the band through both cities. The parade route is set to begin at Bellflower High School’s parking lot at 1:30 p.m. on Sunday, December 1, 2024, and will end at Mayfair Park in Lakewood. The duration of the march is expected to last three hours from start to finish. In Bellflower, upon leaving the high school, the parade will travel onto Alondra Boulevard heading west for a short distance before heading south on Woodruff Avenue on into the City of Lakewood. A full parade route map is attached.

In order for the parade group to safely navigate the designated parade route, several street closures are necessary including full closures of Alondra Boulevard and Woodruff Avenue as well as directional closures for portions of Alondra Boulevard, Flower Street/Flora Vista Street and Artesia Boulevard and several smaller neighborhood streets. Street closures of this magnitude require the use of a profession traffic control company.

The City of Lakewood initiated discussions with several traffic control providers to obtain cost estimates for the parade closure. Roadway Construction Services was found to have the lowest pricing as well as the number of personnel needed to do perform the road closure. Due to liability and contract requirements concerns, each city will need to enter into their own individual contract with Roadway. The total estimated cost for Roadway’s traffic control services in Bellflower is $28,800.

In addition to the costs for street closures and traffic control services, City staff anticipate that there will be additional “soft” or “in-kind” costs associated with the practice parade event.

These costs will be dependent on staffing levels for both City staff and Sheriff’s personnel.

Additionally, there will be some level of financial commitment for participating school districts to help off-set these costs. Any funds received from the school districts will be split 50/50 split between Bellflower and Lakewood and will be used to offset each City’s costs for this event.

The City Manager is proposing to utilize cannabis education funding for costs incurred in support of the 605 All Star band because being in a high school band provides students with a structured and supportive environment that encourages discipline, teamwork, and a sense of belonging. The commitment to regular rehearsals and performances helps keep students engaged in positive activities, reducing idle time that might otherwise be spent on risky behaviors. Additionally, the camaraderie and peer support found within the band can reinforce healthy lifestyle choices, further deterring students from experimenting with illicit and illegal drugs.
