Staff Report – Resolution No. 24-60 - Parking Restrictions at City-owned and Controlled Parking Lots
November 25, 2024
DISCUSSION
Additional signage will be ordered to properly post new parking restrictions in various parking lots. Current budgetary allocations in Account No. 010-46020-3900 will be sufficient for the signage needs.
The City Council heard and offered direction to the Interim Director of Public Safety McNerney (“Director”) following a study session on October 14, 2024, related to the modification of parking restriction in City-owned or controlled parking lots. The Director has incorporated these changes into Resolution No. 24-60.
Modifications made are as follows:
Lots 1, 2, and 3: Two-hour parking from 1 p.m. – 10 p.m., except Sundays
Lot 17: Parking area directly fronting Flower Street will remain as two-hour parking from 7 a.m. – 6 p.m., except Sundays, and the gated parking lot and twelve spaces along the northern most fence line will be opened for public parking with no hourly time limit (still subject to no parking on Wednesday mornings and 72-hour restrictions).
Parking Structure and Lot 19: No parking daily, midnight – 6 a.m.
In addition to the proposed changes, the Director is requesting budget modifications for part-time Community Services Officer wages and the purchase of license plate readers.
The City Council provided clear direction to have all parking restrictions proactively and consistently enforced, to meet this additional part-time staff will be recruited to fulfill this enforcement.
Additionally, more technology will be used to better assist in streamlining the enforcement of time restricted parking lots. Three organizations were contacted and each offer similar technology options at an average price of $80,000 per system. Components include plate reading cameras, central processing unit, tablet or laptop to view captured data, software, and cellular data service.

CITY OF BELLFLOWER
RESOLUTION NO. 24-60
A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE,
TO ESTABLISH AND MODIFY PARKING RESTRICTIONS AT VARIOUS
CITY-OWNED OR CONTROLLED PARKING LOTS THROUGHOUT THE
CITY, IN ACCORDANCE WITH BELLFLOWER MUNICIPAL CODE
(BMC) CHAPTER 10.12, AND SUPERSEDING RESOLUTION NO. 21-63
THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1. Restrictions. Pursuant to BMC § 10.12.020, the City Council takes the following actions:
A. Parking restrictions for vehicles in parking lots owned or controlled by the City are set forth in attached Exhibit “A,” which is incorporated by reference;
B. The City Manager, or designee, is authorized to implement these restrictions in accordance with the BMC and other applicable law; and
C. Except as set forth in Exhibit A, all other City owned or controlled parking lots are subject to the time limits set forth in BMC § 10.12.020.
SECTION 2. Supersession. To the extent that Resolution No. 21-63 (adopted November 8, 2021), and any other resolution pertaining to parking restrictions for lots owned or controlled by the City, is incorporated into this Resolution, it is superseded in its entirety.
SECTION 3. This Resolution does not affect any penalty, forfeiture, or liability incurred before, or preclude prosecution and imposition of penalties for any violation occurring before, this Resolution’s effective date. Any such amended part will remain in full force and effect for sustaining action or prosecuting violations occurring before the effective date of this Resolution.
SECTION 4. Limitations. The City Council’s analysis and evaluation of the project is based on the best information currently available. It is inevitable that in evaluating a project that absolute and perfect knowledge of all possible aspects of the project will not exist. One of the major limitations on analysis of the project is the City Council’s lack of knowledge of future events. In all instances, best efforts were made to form accurate assumptions. Somewhat related to this are the limitations on the City's ability to solve what are in effect regional, state, and national problems and issues. The City must work within the political framework within which it exists and with the limitations inherent in that framework.
SECTION 5. Summaries of Information. All summaries of information in the findings, which precede this section, are based on the substantial evidence in the record.
The absence of any particular fact from any such summary is not an indication that a particular finding is not based in part on that fact.

Resolution No. 24-60
SECTION 6. Severability. If any part of this Resolution or its Application is deemed invalid by a court of competent jurisdiction, the City Council intends that such invalidity will not affect the effectiveness of the remaining provisions or applications and, to this end, the provisions of this Resolution are severable.
SECTION 7. Electronic Signatures. This Resolution may be executed with electronic signatures in accordance with Government Code §16.5. Such electronic signatures will be treated in all respects as having the same effect as an original signature.
SECTION 8. The Mayor, or presiding officer, is authorized to affix its signature to this Resolution signifying its adoption by the City Council of the City of Bellflower, and the City Clerk, or its duly appointed deputy, is directed to attest.
SECTION 9. Effective Date. This Resolution will become effective immediately upon adoption and will remain effective unless repealed or superseded.
