Staff Report – Cannabis Business Permit Renewals
December 12, 2024
RECOMMENDATION TO CITY COUNCIL
It is recommended that the City Council consider the following:
1) Review the nine CBP renewal applications;
2) If appropriate, renew the CBPs; or
3) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
CBP permittees are required to pay the Cannabis Tax; Business License Tax; annual permit administration fee (currently $32,609); and the application review fee for CBP renewals ($6,357). Additionally, permittees are required to provide $5,000 annual contribution toward a drug education fund identified by the City Council.
The Cannabis tax revenue collected during the latest four quarters, including late payment penalties and interest, totaled $3.7 million.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (Public Resources Code § 21000, et seq.; “CEQA”) and CEQA Guidelines (14 Cal. Code of Regs. § 15000, et seq.) the City determined that the applications for the CBPs consist of applications to operate businesses in existing commercial and industrial buildings that meet the definition for classes of projects exempt from additional environmental review under CEQA Guidelines § 15301 (Existing Facilities) and § 15302 (Replacement or Reconstruction).
APPLICATIONS
Renewal applications for CBPs for cannabis-related facilities were accepted through October 30, 2024. Renewal applications and application review payments ($6,357 per CBP) were submitted by the seven current CBP permittees for a total of nine CBPs. Renewal applicants were required to provide a completed application form, dates the operations commenced, a list of ownership name(s) and key management personnel, a completed ownership certification form – certifying there has been no change in ownership of the permittee, any code or law enforcement issues within the previous 12 months; financial projections for the next three years, proof of business entity, updated photos of the location (2 per use), and proof of their State and Bellflower cannabis related licenses/permits.
The Medicine Woman Group, LLC:
The City Council renewed the permittee’s single CBP on December 14, 2023. The CBP authorizes a dispensary use at 9058 Rose Street through December 31, 2024. The dispensary use has been operational since May 25, 2019.
Projected sales (provided by permittee) and related cannabis tax revenues for 2025 - 2027 are as follows:

Dynasty Alliance Grow, Inc.:
The permittee began limited cultivation operations April 3, 2020, and subsequently retrofitted the second floor of the operations facility for additional canopy space at 8832 Ramona Street. The additional canopy space has been operational since early 2022. While distribution operations were reported as beginning in July 2022, the permittee has indicated it will not seek renewal of the distribution CBP for the upcoming 2025 calendar year.
On December 14, 2023, the City Council granted a one-month provisional renewal of two CBPs for cultivation and distribution uses. This provisional renewal allowed the applicant to address concerns regarding compliance with security plan requirements. The renewal allowed the permittee to continue operations through January 31, 2024. Following a review of the permittee’s security plan and measures, the City Council extended the permittee’s CBPs for cultivation and distribution uses through December 31, 2024, at the Regular City Council Meeting on January 22, 2024.
Conditional Use Permit (CUP) Compliance Issue
It was recently discovered that the permittee is not in compliance with the parking requirements stipulated in its Conditional Use Permit (CUP). The CUP requires the Permittee to maintain 28 parking spaces available at all times (OR Monday through Sunday).
This condition was met through a parking license agreement with Southern California Edison (SCE) to allow for 30 parking spaces located within the SCE right-of-way immediately east of the permittee’s building. Recently, SCE terminated the license agreement, eliminating the needed parking.
In response to this noncompliance, City staff engaged the permittee in multiple discussions to explore alternative solutions, including converting a vacant portion of the permittee’s building into parking. The permittee was notified of what would be needed in order to convert
Staff Report – Cannabis Business Permit Renewals

the vacant portion of the building into parking; however, staff did not hear back from the permittee regarding this potential solution.
Dynasty Alliance Grow, Inc. – Continued
On November 5, 2024, following an inspection of the property, a code enforcement correction notice was issued to the permittee regarding its noncompliance. Subsequently, on December 5, 2024, the permittee submitted a not fully executed lease agreement between BNY Enterprises, LLC and LA Tongan SDA Seventh-Day Adventist Church, located at 8715 and 8718 Cedar Street. The parking lease agreement proposes the use of approximately 20,000 square feet of parking for BNY Enterprises, LLC, Monday through Friday.
The proposed lease agreement raises the following concerns:
• LA Tongan SDA CUP Compliance: The existing church is required to maintain its existing parking capacity under its own CUP, which applies Monday through Sunday.
CU 83-13 requires a minimum of 25 parking spaces. According to the most recent site plans on file, approximately 47 parking spaces are provided between both properties (8715 and 8718 Cedar Street). LA Tongan SDA must maintain 25 parking spaces for its own use at all times.
• Unspecified Parking Allocation: The lease agreement does not specify the number of parking spaces that would be allocated to the permittee. Under its CUP, the permittee is required to provide a total of 28 parking spaces. If the permittee utilizes 28 parking spaces on the LA Tongan SDA sites, executing the lease agreement as proposed would place the church out of compliance with its CUP as the total amount of parking spaces required (53 spaces) for LA Tongan SDA and Dynasty Alliance Grow, Inc. exceeds the amount of parking available (47 spaces) at LA Tongan SDA. • BNY Enterprises, LLC: The parking lease agreement is between BNY Enterprises, LLC and LA Tongan SDA church. Dynasty Alliance Grow, Inc. (the permittee) is not listed as a party to the parking lease agreement.
As of the writing of this report, the permittee remains in violation of their CUP due to unresolved parking deficiencies.

APPLICATION REVIEW
The applications were reviewed by City staff. Separate review forms for each application are attached. Staff also reviewed Los Angeles County Sheriff calls for service records for each location, which are reflected in Attachment A.
ANALYSIS AND RECOMMENDATIONS
The City accepted renewal applications for the current CBPs in October 2024 along with an application review fee of $6,357 per CBP. The renewal applications were reviewed and considered once all applications were determined to be complete. The seven renewal applications encompassed a total of nine CBPs, comprising four dispensary permits, two cultivation permits, and three distribution permits.
The permittees provided dates of commencement of operations; code or law enforcement issues within the last 12 months; State License information; and ownership certifications – certifying there has been no changes in ownership of the permittees. Permittees also provided revenue estimates for the next three years.
