14-H

TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Brian McNerney, Interim Director of Public Safety

SUBJECT: Consideration and possible action to authorize the City Manager, or designee, to install no overnight parking restrictions between 10:00 p.m. – 6:00 a.m. fronting H. Byrum Zinn Community Park & Trail (Zinn Park) located at 10350 Foster Road.

DATE: January 13, 2025

EXECUTIVE SUMMARY

This action would approve and authorize the City Manager, or designee, to install no overnight parking restrictions between 10:00 p.m. – 6:00 a.m. fronting Zinn Park, located at 10350 Foster Road pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.

RECOMMENDATION TO CITY COUNCIL

1) Approve the recommendation of the Public Safety Commission to authorize the City Manager, or designee, to install no overnight parking restrictions between 10:00 p.m. – 6:00 a.m. fronting Zinn Park; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install the no overnight parking signs is $250. Funds are budgeted in Account No. 010-43170-3100 (Street Maintenance Traffic Paint).

DISCUSSION

The Interim Director Public Safety (Director) identified ongoing public safety concerns in the area Zinn Park. Numerous illegally parked vehicles (including motorhomes, trailers, and commercial vehicles) have been observed in this area and the City continues to observe other illicit activities as well including illegal dumping, drug usage, and others.

Since 2022, 71 parking citations were issued in this area, which is among the most of any one single location in Bellflower, and Sheriff deputies have made multiple arrests. This specific location is a frequent-patrol check spot for Public Safety staff, Sheriff patrol, and Southwest Patrol guards. Despite the ongoing enforcement actions, public nuisances continue to persist.

DISCUSSION – Continued

The Director recommends City Council approve a prohibition of parking from 10:00 p.m. – 6:00 a.m. in the area fronting Zinn Park (approximately 180 feet) to help reduce the public nuisances. Parking will continue to be permitted for visitors to Zinn Park while the park is open, but no parking will be allowed during hours when the park is closed. This item was brought before the Public Safety Commission at its November 19, 2024, meeting where two residents spoke in favor of the parking restriction and the Commission voted unanimously to recommend this action to the City Council.
