14-I

TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Brian McNerney, Interim Director of Public Safety

SUBJECT: Consideration and possible action to approve a budget amendment and authorize the City Manager to purchase a truck for the Public Safety Department.

DATE: January 13, 2025

EXECUTIVE SUMMARY

The Interim Director of Public Safety (“Director”) is requesting the approval of a budget amendment to reallocate $35,000 in savings from the Public Safety Department’s (“Department”) Special Assignment Officers line item (Account No. 010-42130-2200) to the Department’s equipment purchase line item (Account No. 010-47500-2000). The funding will be used for the purchase of a truck for the Department.

RECOMMENDATION TO CITY COUNCIL

1) Approve a budget amendment to reallocate $35,000 from Account No. 010-42130- 2200 to Account No. 010-47500-2000 and authorize the City Manager to purchase a truck for the Public Safety Department; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The requested budget amendment is not seeking any new general fund money, but rather reallocating $35,000 in budget savings already realized from Account No. 010 -42130- 2200 (Special Assignment Officers) and redistributing it to Account No. 010 -47500-2000 (equipment purchases). The total purchase price of the truck is $34,995.19.

DISCUSSION

The fiscal year 24/25 budget includes funding for a total of six SAO positions. Currently two of the SAO positions are suspended as the Sheriff’s Department has been unable to fill the vacancies resulting in a budget savings of approximately $150,000 thus far.

Staff Report – Budget Amendment for Public Safety Vehicle Purchase January 13, 2025

DISCUSSION – Continued

The Department currently maintains a fleet of vehicles which includes a 2013 Ford Fusion which is due for replacement. The Interim Director is proposing to use a portion of these budget savings to replace the Ford Fusion with a truck rather than an SUV as Public Safety staff is more routinely picking up trash and bulky items from the public right-of-way than in the past.

The budget amendment being requested is to use $35,000 of the SAO budget savings for the purchase of a truck. A quote was already obtained for a truck and the price is $34,995.19.
