Staff Report – Reject All Bids for the Aquatic Center Outdoor Pool Improvements January 13, 2025

DISCUSSION – Continued
Following the initial project design and development of the project specifications, the City received additional funds for project construction from the U.S. Department of Housing and Urban Development (HUD) grant. The use of these funds requires specific language to be incorporated into the project bid package, including specific federal forms. These items were not included in the original bid package when staff initially solicited bids. To avoid compliance issues and potential audit findings related to the HUD grant, it is in the best interest of the City to reject all bids received on December 3, 2024, amend the bid package to include appropriate federal grant requirement language and re-advertise the project. -2-
