40 Summary of Key Findings
41 Key Findings
Perceptions of Bellflower as a Place to Live and Issue Concerns •Fifty-nine percent of residents view Bellflower favorably as a place to live—down 8 points from 2023.
•Homelessness is the most top-of-mind issue and, when asked directly, tops a list of 17 issues in seriousness. Moreover, saliency and concern about homelessness continue to rise.
•Crime-related issues also remain at the forefront of residents’ attention and rank just behind homelessness in seriousness.
Concern about crime has also increased since 2023 and year over year.
•Although the proportion calling it a serious concern fell slightly since 2023, a lack of affordable housing remains a top concern behind homelessness and crime.
42 Key Findings; Continued
•Concern rose notably since 2023 on issues related to land/building maintenance, including graffiti and similar vandalism, too many undeveloped and poorly maintained plots of land , the number of vacant buildings, and blight and abandoned buildings .
Crime
•A majority of residents believe crime has increased in their neighborhood in the past five years—continuing an upward trend from past years.
•When asked the most serious public safety concerns in their neighborhood, homelessness, residential theft, unsafe driving, and car theft and break-ins were the most mentioned, followed by crime generally, drug abuse, and traffic and roads.
43 Key Findings; Continued
Homelessness
•Most residents are unaware of the City’s efforts to address homelessness, and initial approval ratings for the City’s efforts in this area reflect this. •After hearing more about the City’s efforts to address homelessness, approval ratings increase notably. This illustrates the importance of greater communication with residents—on this and other City efforts.
City Government and City Services
•The survey shows a decline in positive assessments of Bellflower City government generally and in specific areas.
o Bellflower City government’s job approval ratings overall and in providing services both fell below 50 percent for the first time. o While reviews of the City Council overall are unchanged from 2023, reviews on City Council decision-making and use of funds have notably decreased from prior years.
o Related, the proportion calling inefficiency in City government a serious concern rose 10 points since 2023.
44 Key Findings; Continued
•Satisfaction ratings for specific City services remain positive on average based on mean satisfaction ratings for each service tested being above the mid-point on the 10-point scale.
•However, satisfaction ratings declined since 2023 in all areas tested, except for special City events. The most notable decline is in management of finances, business development, neighborhood police protection, road maintenance, and neighborhood clean-up efforts. •Three-quarters believe the City has a need for additional funds to provide services, approximating what was found in the previous survey conducted just prior to the November 2020 passage of Measure M (3/4 - cent sales tax).
45 Key Findings; Continued
•Areas where comparisons between importance and satisfaction ratings suggest need for improved communication about City efforts or improvement are:
o Maintenance of public parks
o Pick-up of garbage, yard waste and recyclables
o Providing after-school activities for young people
o Removal of graffiti
o Enforcement of health and safety codes for buildings
o Sewer and storm drain maintenance
o Maintenance of local roads and sidewalks
o Police protection in your neighborhood
o Neighborhood clean-up programs
o Programs to retain, expand, and attract businesses to Bellflower o Management of city government finances
