Staff Report – Award of Contract

BACKGROUND
The City has been engaged in code enforcement regarding BMC violations at 17046 Bellflower Boulevard (“Property”) since May 2023, generally focused on overgrown vegetation, graffiti, and general blight of the structure and surrounding area. The registered owner of the Property is Euclid Hazard Capital, LLC.

At its meeting on January 13, 2025, the City Council adopted Resolution No. 25-02, declaring that an emergency exists within the City and authorizing contracting without the need for bidding pursuant to Public Contracts Code § 22050 and Bellflower Municipal Code 3.28.070(d). At the meeting City Council directed staff to get additional information and proposals from a demolition contractor so that the alternatives could be discussed.

DISCUSSION
In October 2020, the City Council approved a uniform design concept for the abatement of vacant properties. The concept included (1) installation of woodchips for the entire property; (2) installation of Kentucky-style fence setback five feet from property lines; (3) removal of existing fencing along perimeters of the property; (4) removal of all trash, debris, weeds/overgrown vegetation; and (5) dependent of lot conditions, for properties that have hardscape up to the property lines, the installation of a barrier along the edge of property and setback lines or removal of the hardscape and installation of woodchips on top of the soil.

Based on the approved uniform design concept, City Staff reached out to vendors on our qualified vendor list and received a proposal from Integrated Demolition and Remediation Inc. to complete the demolition of the nuisance property at 17046 Bellflower Boulevard.

The Proposal included a base bid, and three potential alternative items for discussion.

The base bid of $123,000.00 includes completion of a necessary demolition plan by a structural engineer due to the building’s proximity to the adjacent building to the north, lead and asbestos abatement and demolition of the building. The bid did not include the removal of the building slab/foundation, nor did it include the demolition and removal of the asphalt parking lot and landscape planters within the parking lot area.

Following City Council instruction, staff reached out to the contractor and requested pricing for alternative work.

Alternative 1
Demolish and remove a 5-foot band of hardscape immediately behind the sidewalk and alleyway (West, South and East sides of the property). This will provide an area for the installation of a 3-foot-high Kentucky-style white vinyl fence and mulch around the property similar to what has been installed at other abatement locations in the City. The proposed cost for this work is an additional $9,700. Staff recommends including this alternative in the proposed work.

DISCUSSION – Continued
Alternative 2
Demolish and remove the concrete slab for the building including the footings and foundation, provided that the structural engineer’s report determines this can be done safely without impacting adjacent properties. The proposed cost for this work is an additional $17,750. Staff does not recommend this alternative due to eventual weed growth and on-going maintenance concerns.

Alternative 3
Demolish and remove all existing hardscape (concrete, asphalt and landscape planters) throughout the property. The proposed cost for this work is an additional $20,400. Staff does not recommend this alternative due to eventual weed growth and maintenance concerns.

In addition to the proposed demolition work, staff reached out to vendors on our qualified vendor list and received a proposal from California Landscape and Design, Inc. to install a 3-foot-high Kentucky-style white vinyl fence around the property at 17406 Bellflower Boulevard after the demolition of the property has been completed. This installation of fencing would satisfy the requirements the Bellflower Municipal Code Chapter 8.40, concerning the regulation of vacant properties within the City.

California Landscape and Design, Inc. has provided two separate cost proposals based on which alternatives, if any, are selected tonight. The Option 1 proposal aligns with the demolition contractor’s base bid option and includes the installation of the Kentucky-style fence directly on top of the hardscape areas on the West, South and East sides of the property and mulching the entire property. The proposed cost for this work is $78,484.40.

The Option 2 proposal aligns with the demolition base bid plus Alternative 1 or Alternative 3 where the fencing would be installed directly into the exposed dirt around the property and mulching the entire property. The proposed cost for this work would be $72,434.40.

A breakdown of all cost proposals are as follows:

Demolition Options Landscape Options
Scope of Work Cost Scope of Work Cost
Base bid $ 123,000 Option 1 $78,484.40
Alternative 1 $ 9,700 Option 2 $72,434.40
Alternative 2 $ 17,750
Alternative 3 $ 20,400

DISCUSSION – Continued
Additionally, on November 5, 2024, the voters approved Measure B which adopted the City Charter for the City of Bellflower. As part of the revision to the Bellflower Municipal Code (BMC), Ordinance Nos. 1440 and 1441, amending Chapter 3.30 to Title 3 of the BMC entitled Public Works Contracts, § 3.30.130 Nuisance Abatement would include the following language:
“Where abatement of public nuisances constitutes rehabilitation, demolition or repair, or removal of real property including, without limitation, structures or landscaping, the city manager is authorized to directly negotiate with a qualified contractor to expeditiously abate the nuisance. Such projects are not public works projects and, accordingly, prevailing wage need not be paid. All abatement costs will be recovered in accordance with this code.”
Following the approval of the amendment to the BMC, staff will reach out to the individual contractors and request pricing adjustments based on the amended BMC language.
