DISCUSSION – Continued
On May 13, 2024, the City Council adopted Resolution No. 24-23 authorizing solicitation of bids for the construction of the Project. The City advertised Specification No. 23/24-07 for bids in accordance with BMC section 3.28.090. Twelve (12) bids were submitted for the formal bid opening on August 14, 2024. Due to irregularities in the bid document, the City Council rejected all bids at it’s October 14, 2024 meeting and directed Public Works staff to make non-structural technical changes to the plans and specifications document and re-advertise the Project.
On December 6, 2024, the revised plans and specifications were advertised and the City received 15 bids for the Project at the formal bid opening on January 16, 2025.

BID ANALYSIS
After an extensive analysis of all bids received, Public Works staff has determined that the six lowest bids received are non-responsive. Five of the bids listed a non -certified subcontractor to perform the work associated with the operable partition doors. City staff contacted the equipment manufacturer and equipment distributor in California and confirmed that the subcontractors listed were not certified installers of the product. The other bidder failed to follow bidding instructions for Bid Item #1 (General Condition Requirements) which specifically noted that the line-item amount cannot exceed 5% of their total bid amount. Accordingly, Public Works staff recommends that the Project be awarded to Cal-City Construction as its bid submittal represents the lowest responsive bid received.

Pursuant to the California Environmental Quality Act (CEQA) (Public Resources Code §§ 21000, et seq.) and CEQA Guidelines (California Code of Regulations, Title 14, §§ 15000, et seq.), the City conducted an environmental assessment for the project consisting of an Initial Study and Mitigated Negative Declaration.
