SUBJECT: Consideration and possible action to authorize the Mayor to execute Amendment No. 2 to Agreement File No. 1050, in a form approved by the City Attorney, with P.M. Law Enforcement Consulting Services, LLC, for Public Safety Consultant Services.

DATE: February 24, 2025

EXECUTIVE SUMMARY

The current agreement with P.M. Law Enforcement Consulting Services, LLC (“Consultant”) ends on February 28, 2025. Amendment No. 2 of this agreement is being brought to the City Council for their consideration and approval to retain ongoing public safety consultant services until June 30, 2026.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Mayor to execute Amendment No. 2 to Agreement File No. 1050 with P.M. Law Enforcement Consulting Services, LLC, in a form approved by the City Attorney; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

This amendment will increase the agreement amount to $80,000 for fiscal year 2024-25 and $60,000 for fiscal year 2025-26. The amended Consultant rate per month is $5,000, reducing the monthly rate from $7,500.

DISCUSSION

The Consultant has been working with the Public Safety Department since July 2024.

The Consultant analyzes policy development and effectiveness of public safety/law enforcement initiatives and programs. During the assessment of Public Safety Department operations presented to City Council on January 28, 2025, the Consultant provided a review and recommendations for improvements. Services by the Consultant will continue until June 30, 2026, on an as needed basis, to review law enforcement compliance minutes and billing, implementation of new public safety programs, provide recommendations on technology usage, and give input on design elements and functionality of a new public safety center facility. Prior to the reduction, the vendor was reviewing public safety and sheriff operations and preparing a report explaining its findings. Starting in March, the vendor will still be reviewing sheriff operations but will only be guiding implementation of public safety programs with no report being generated.
