Staff Report – Conversion of Existing ‘Stop’ controls on Arthurdale St. at Cornuta Ave. and Existing ‘Stop’ controls on Arthurdale St. at Ocana Ave.
February 24, 2025
DISCUSSION
As part of the City’s on-going collaboration with the neighborhood watch group in this area, a request was made for the City to consider modifying the existing stop control measures to improve traffic management and increase pedestrian safety. Specifically, the request is to install additional ‘Stop’ controls at the intersection of Arthurdale Street at Cornuta Avenue which will convert the existing 2-way ‘Stop’ into a 4-way (all directions) ‘Stop’. Currently, only the north and southbound approaches on Cornuta Avenue are ‘Stop’ controlled. Based upon the Traffic Engineer’s assessment of this request, staff determined that this intersection meets the criteria for conversion from the existing 2-way to 4-way ‘Stop’ controls.
The guidelines for ‘Stop’ control installations are contained within the California Manual on Uniform Traffic Control Devices (CA MUTCD). The guidelines state that ‘Stop’ signs should be used on a less important road (minor street) that intersects with a main road because the application of the normal vehicle right-of-way rule would not be expected to provide reasonable compliance with the law. For the intersections under consideration, when the characteristics of intersecting streets are similar (both considered minor streets), both streets are in a residential neighborhood, both streets are between thirty (30) and forty (40) feet in width, and to assign right-of-way more clearly, the conversion from a 2-way ‘Stop’ to a 4-way ‘Stop’ does not require an extensive and detailed traffic engineering study.
The field assessment performed by the City Engineer confirmed that conditions, such as limited driver line-of-sight, do exist at the proposed intersection. It was also determined that the T-intersection of Arthurdale Street at Ocana Avenue, which is approximately 200 feet west of the Arthurdale/Cornuta intersection, should also be re-configured from the existing 2-way ‘Stop’ controls (east and west) to a 1-way ‘Stop’ control for northbound traffic on Ocana Avenue. As a result of these findings, staff proposes to install ‘Stop’ controls (stop signs, limit lines and ‘STOP’ pavement legends) as described for both locations. The proposed changes are illustrated in the attached aerial photograph.
On February 4, 2025, Public Works staff noticed the residents within the area of these intersections that this matter would be brought before the Public Safety Commission at its February 18, 2025, meeting. The City Engineer presented the request at this meeting and the Public Safety Commission recommended that the request to convert the existing ‘Stop’ controls at both intersections be forwarded to the City Council for approval. There were no members of the public in attendance at the Public Safety Commission meeting that offered either support or opposition to the item.
