RE: FIRE SERVICE DAY
The Los Angeles County Fire Museum and Los Angeles County Fire Department respectfully request permission to host Fire Service Day at the Fire Museum on Bellflower Boulevard, highlighting our equipment and the services we provide.
Like last year’s event, it is difficult to estimate total attendance, but based on previous experiences, we anticipate between 500 to 800 attendees, if not more.
To facilitate the display of LACoFD fire apparatus—including fire engines, fire trucks, a Haz- Mat truck, an Urban Search & Rescue truck, lifeguards, dozers, and a flyover—we are requesting approval to close Bellflower Boulevard between Mayne Street and Oak Street .
Event Details:
괜괝괞괟괠괡괢괧괣괤괥괦 Date: Saturday, May 10, 2025,
 Street Closure: 8:00 a.m. – 4:00 p.m.
 Event Time: 10:00 a.m. – 2:00 p.m.
The Los Angeles County Fire Museum will cover all expenses related to this event, including but not limited to:
✔ Traffic control
✔ Security (as deemed necessary)
Additionally, we are interested in utilizing the parking lot behind the museum. We understand that approval is required from neighboring businesses—including the dental office, the Elks Club, and the appliance store. If they are not in agreement, we will not pursue this option to maintain good relationships with our neighbors.
Thank you,
Acting Assistant Fire Chief Khoi Dao (La Fonda Riggins)

11 PUBLIC COMMENTS
Cheryl Williams, resident, stated that the main water line in her neighborhood was replaced and a new fire hydrant installed across the street from her home by American Water (new provider), noting that the crew has been consistently respectful, never blocked driveways, cleaned up immaculately, and are performing their work well.
Pauline Banzeula, resident, Edgeway Apartments, addressed the City Council relative to new parking restriction signage in the parking structure, expressed concern about how residents in the area will find overnight parking and asked if the Council had considered long-term parking options for residents in the area.
In response to comments provided by Pauline Banzeula, Mayor Dunton, 1) stated that the City is always looking for parking solutions, noting that the parking structure was very expensive for the City to build; 2) explained that the State’s mandate for less parking in housing has led to the parking issues she is experiencing; and 3) recognized that parking is a challenge for the City.
Mark Anderson, resident, 9600 block of Mayne Street, 1) stated that restricting overnight parking in the parking structure has created issues on his street and requested the City Council reconsider the restrictions; 2) explained that overnight parking was allowed on Wednesday nights due to the street sweeping schedule, and many residents, including himself, would park in the structure on Wednesday nights; 3) mentioned that street sweeping occurs between 8 :00 a.m. and 12:00 p.m., and it is difficult for him to find parking since he works nights; and 4) requested the City look into reallocating a white zone that is no longer being utilized near the Presbyterian Church which would accommodate three to four vehicles and a red zone placed near a fire hydrant which would accommodate two vehicles that could possibly be removed to alleviate some parking spaces on the street.
In response to comments provided by Mark Anderson, Mayor Dunton 1) clarified that parking issue were not just in the parking structure, but all of downtown; 2) noted that permit parking is allowed, but residents need to initiat e it and apply for it; and 3) suggested he speak to Director of Public Safety McNerney to discuss the possibility of establishing permit parking in the area and possibly reallocating a “white zone” area near the nearby Presbyterian Church and a “red zone” close to a nearby fire hydrant.
In response to comments provided by Pauline Banzuela and Mark Anderson, 1) Council Member Sanchez pointed out that the issue seems similar to the one at Van's Mobile Home Park, where the problem arises on street sweeping days and residents are unsure where to park their cars; 2) Mayor Pro Tem Santa Ines mentioned that the developers of Edgeway Apartments guaranteed there would be enough parking for the tenants and reiterated that due to the State’s mandates, construction of ADUs is allowed without parking requirements; and 3) Council Member Koops expressed concern about homelessness and people sleeping in their cars, which led to the establishment of the parking restrictions ordinance. 5 Bellflower City Council Minutes Item No. 11

John Butts, resident, expressed concern about electric bikes and golf carts in the City, stating that 1) none of the electric bikes have DMV tags for registration, which results in the State and City losing money; 2) these bikes are categorized as motorcycles, but none of the riders have taken a motorcycle class or have proper registration; 3) he has nearly collided with these vehicles twice, adding that they lack licenses and insurance; 4) if an accident were to occur the drivers would not be liable; and 5) if no changes are made, he will hold the City and Sheriff’s Department responsible for any collisions he may have with these vehicles.
In response to public comments provided by John Butts, Mayor Dunton 1) clarified that the issue is under the State’s jurisdiction; 2) expressed that Mr. Butts's behavior was inappropriate and informed him that a Sheriff Deputy would be called to remove him from the meeting if he did not alter his conduct; 3) requested and received confirmation from Mr. Butts that he would like a Sheriff Deputy called; and 4) informed Mr. Butts that his allotted public comment time had expired and stated that he can either return to his seat or be escorted out by the Sheriff Deputy.

A Consideration and possible action to authorize the City Manager to complete the city-wide Urban Forestry Management Plan and to designate the appropriate funding source following the United States Department of Agriculture suspension of grant funds previously award to the City of Bellflower.
City Manager Smoot introduced the item.
Interim Senior Management Analyst Lee 1) provided a PowerPoint presentation of the Staff Report; and 2) responded to Council Members’ questions along with City Manager Smoot, Assistant City Manager/Director of Public Works Gorecki, and Planning Manager Garan.

Following discussion, it was moved by Council Member Sanchez, seconded by Council Member Koops, and carried by the following roll call vote, to 1) authorize the City Manager to complete the Urban Forestry Management Plan currently in progress with West Coast Arborists, Inc. (WCA); and 2) designate the General Fund as the alternative funding source to complete the Urban Forestry Management Plan in lieu of awarded grant funds being suspended by the Federal government:
AYES: Council Members – Koops, Morse, Sanchez, Santa Ines, and Mayor Dunton

14 CONSIDERATION ITEMS – Continued
B Consideration and possible action to authorize the Mayor to submit a letter to the Los Angeles County Board of Supervisors requesting action to reduce the number of vacancies within the Los Angeles County Sheriff’s Department and support adequate detention capacity County-wide.
For the record, supplemental material was provided to the City Council and made available to the public prior to the start of the meeting.
City Manager Smoot 1) introduced the item; 2) provided slides and gave a verbal overview of the staff report; and 3) responded to Council Members’ questions.
Mayor Dunton 1) prefaced by stating that he wanted to give his colleagues some background on this item, noting that City Manager Smoot had highlighted these issues after meeting with the Contract Cities Liability Fund; 2) explained that prisons are not being built and there is no place to house additional individuals; 3) expressed concern over the 1,400 vacant deputy positions that cannot be filled, with existing deputies working major overtime, which is becoming unsustainable; 4) emphasized the need to manage liability, noting that fatigue could lead to issues, particularly with no deputies on the road; 5) mentioned that while the City budgeted $2 million for additional deputies, no one currently wants to become a Sheriff Deputy; 6) shared that Sheriff Luna has requested more deputies, but his request has not been acted upon; 7) urged the Council to support this effort, stating that the more signatures in favor, the greater the collective impact; 8) concluded that hiring a consultant is unnecessary, as Sheriff Luna already knows the department needs more deputies, which is the core issue at hand ; and 9) noted that he would like input on the record regarding this matter.
Council Member Koops 1) stated that he has no issue with signing the letter; 2) expressed concern regarding the 1,400 vacant positions, asking if paying overtime for those positions results in equivalent costs, noting that paying overtime instead of hiring 1,400 employees could lead to significant expenses; 3) mentioned hearing similar stories about shortages in other agencies, such as the California Highway Patrol and LAPD, and how cities are offering large bonuses to officers to switch to municipal police departments, highlighting the broader retention issue; and 4) directed a question to City Manager Smoot, asking if it is known whether the funds that would typically be allocated for the 1,400 positions are being spent on overtime instead.
City Manager Smoot 1) acknowledged that there is a fair argument to be made that liability is associated with the increased costs; 2) explained that from a contract perspective, the formula is based on the unit rather than the individual deputy within the unit; and 3) noted that while there would be a reduction in costs, there would still be a significant expense related to overtime.

B Consideration and possible action to authorize the Mayor to submit a letter to the Los Angeles County Board of Supervisors requesting action to reduce the number of vacancies within the Los Angeles County Sheriff’s Department and support adequate detention capacity County-wide – Continued
Council Member Sanchez 1) expressed full support for signing the letter and adding more personnel, emphasizing the need for improvement in recruitment; and 2) requested and received confirmation from City Manager Smoot that he would speak to Contract Cities Director Rodarte relative to the letter that will be sent to the Board of Supervisors.
Mayor Pro Tem Santa Ines 1) thanked City staff for providing for the number of attendees at the academy and pointed out that if they are unable to fill all of the seats in the academy, it indicates that recruitment efforts are insufficient; 2) commented that ten years ago deputies expressed a desire to work overtime, but now they no longer wish to do so, as it affects their alertness, performance, and efficiency; 3) expressed support for the letter, stating that it addresses the major issues, and indicated willingness to sign the letter alongside the Mayor and the rest of the City Council; and 4) encouraged anyone who knows someone who would make a good deputy to urge them to join the Sheriff's Department.
Council Member Morse, expressed agreement with all of the sentiments shared by other Council Members and stated that she will gladly sign the letter.
City Manager Smoot 1) explained that the costs are not just related to the Sheriff's Department, but also include expenses such as paying for Southwest Patrol to free up deputies; 2) noted that the City formed a Joint Powers Authority (JPA) with the surrounding cities of Lakewood and Paramount to address some of these ancillary services, which help free up Sheriff Deputy resources; 3) emphasized that Bellflower is taking very specific actions and spending additional money beyond what is ideally allocated for deputies to address these concerns; and 4) stated that they are simply asking the County to take similar actions.
Council Member Sanchez 1) added a comment in support of the matter being discussed, noting that one of the frequent complaints from residents is related to traffic calming, speeding, and general traffic concerns; 2) mentioned that over the last couple of budget cycles, the City has attempted to budget for traffic deputies and motor deputies, but has not had the ability to do so; 3) emphasized that this issue aligns with the City's efforts to address resident concerns in the community; and 4) reaffirmed that, as previously stated, he will definitely support the letter.

1 Staff Report – Agreement File No. 781.3 with KTU&A for On-Call Professional Services April 14, 2025
DISCUSSION
As the City continues to implement the objectives outlined in the Parks and Recreation Master Plan and the newly adopted City Strategic Plan, the need for dedicated grant research, grant writing, and park design concept services remains a priority. To support these efforts, staff recommends establishing an on-call agreement with KTU&A to assist in securing funding and advancing parks and recreation projects to shovel-ready status.
Staff is recommending KTU&A for this service agreement based on its extensive experience in grant development and park planning, as well as its deep familiarity with the Bellflower Parks and Recreation Master Plan, having served as a key partner and leader throughout the master planning process. KTU&A will ensure that projects align with available funding opportunities and the City’s long-term vision for parks and open spaces. Their expertise will enhance the City's ability to secure grant funding, develop concept plans, and ultimate ly improve recreational amenities for the Bellflower community. Details regarding potential task order projects, scope of work, and deliverables are outlined in the Agreement Exhibits.

CONSULTANT will be free to contract for similar service to be performed for other employers while under contract with CITY.

Type of Insurance Limits (combined single)

Professional Liability $1,000,000
Business automobile liability $1,000,000
Workers’ compensation Statutory requirement.
B. Commercial general liability insurance will meet or exceed the requirements of the most recent ISO-CGL Form. The amount of insurance set forth above will be a combined single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage. Liability policies will be endorsed to name City, its officials, and employees as “additional insureds” under said insurance coverage and to state that such insurance will be deemed “primary” such that any other insurance that may be carried by City will be excess thereto. E. CONSULTANT will furnish to City duly authenticated Certificates of Insurance evidencing maintenance of the insurance required under this Agreement, endorsements as required herein, and such other evidence of insurance or copies of policies as may be reasonably required by City from time to time. The amount of the SIR or deductible is subject to the approval of the City Attorney and the Finance Director. CONSULTANT understands and agrees that satisfaction of this requirement is an express condition precedent to the effectiveness of this Agreement. RE: City of Bellflower Parks and Recreation On-Call
Hi PJ and Kristen,
Below is our draft, general scope of work for grant research, grant writing, park concept design and landscape architecture services through construction management. These tasks are general processes and will be refined as a task order is initiated. Please let us know if you have any questions.
Task 1. Parks and Recreation Grant Research
Obtaining funding for park design and capital projects comes from thoughtfully designing and visioning the project to address the criteria of available grants. Projects that are designed to offer multiple community benefits and sustainable solutions for the requesting agency are more likely to receive funding.
The following general approach outlines the various steps the KTUA team anticipates in completing a park-related grant for cities and other agencies. KTUA will work closely with the City and identify tasks that KTUA can complete and tasks that much be completed by the City.
Task 1.1 Grant Pre-Planning
The first step in developing a grant is to identify the vision and goals and validate the need for this application. Asking questions early in the process will lead to a clear and concise application.
Project need and scope:
• Who is this project for and how will they be affected? • Will the project meet the community's needs?
• Does the project or program support other ongoing efforts? • Does the project or program support the long-term vision of the applicant? • Will the project be unique in the area?
Project Cost
• What is the total project cost?
• How much funding is needed for design, construction, operations, and maintenance? • Are local matching funds needed and available?
• What is the project schedule?
• Are there cost issues beyond the control of the project that should be considered (inflation, fluctuating labor and material costs, supply chain issues, etc.)?
16 Community Impacts
• Will the project improve/promote public safety and community health? • Will disadvantaged or underserved communities benefit? • Will the project provide a safe space for community members to connect and socialize? • Will the project help reduce crime in the area?
• Can environmental impacts be minimized?
Project Support
• Does the local agency and community support the project? • Has or can stakeholder partnerships be established?
• Does the project have local, state, and federal political support? • Can the support be documented?
Task 1.2 Identify Grant Opportunities
KTUA will work with the City to prepare a list of grants the City is interested in pursing and will prepare a schedule of release and due dates. KTUA will review which grants are the best fit for eligibility and can fund all or a majority of the project.
Upon selection of the most relevant grant program(s), a virtual conference call will be conducted to discuss the grant goals and objectives and to gather data and ideas for the grant application. Other items such as letters of support, graphics, scope of work, outreach, and demographic data will be identified if available.
Estimated Budget: $1,200
Task 2: Grant Writing
Task 2.1 Research, Data, and Graphic Collection
KTUA will conduct the necessary research to provide metrics to support the grant application. This includes demographic data and existing conditions data such as past community survey data, CalEnviroScreen, US Census data, and health information. Other data such as visual graphics, maps, and photos contribute to a strong application.
Task 2.2 Prepare the Grant Application
KTUA will adhere to the application guidelines when beginning to develop the narrative for the grant application. KTUA may conduct a brainstorming session to help identify themes and develop a strong project need statement. This task will focus on:
• Identify main points, concepts, and themes
• Determining how to meet the goals of the funding source • Developing broad concepts that support the project premise
Developing a Project Need Statement
Based on data gathered during pre-planning, research, and data collection, KTUA will work with the City to develop a strong project need statement. The need statement will be a clear, concise, and persuasive assertion about the project, or program, its mission, the need for the project, and the benefit the project will provide.
17 Application Outline
KTUA will create an outline to provide structure to the application. This outline will serve as guidance in writing the narrative detail and adding the supportive data. Format requirements for the application will be reviewed and tasks for completion will be assigned.
Narrative Detail
The KTUA team will take the lead in preparing the narratives, or provide materials for City staff to write (as needed), and provide a complete checklist of all the necessary information needed for the grant. The narrative will focus on:
• Crafting a clear project scope.
• Providing a comprehensive funding strategy with cost and budget data. • Gathering letters of support from the community, stakeholders, local businesses, and representative agencies.
• Providing details on the project benefits and community impact. • Including human interest stories about events and people that are relevant to the project. • Demonstrating the grantee’s experience and technical capacity to implement the grant. • Providing a project schedule.
KTUA will prepare supporting graphics, metrics, data, and maps needed to strengthen the grant.
Coordination with the City will be a continuous effort to make sure all materials are provided in a timely manner to complete all the necessary elements of the grant. Depending on the grant needs and grant writing budget allocated, KTUA has the capability to provide additional supporting graphics and information.
Graphic materials not yet produced such as additional 3D renderings, updated CAD drawings, and mapping analysis will be included as additional services.
The timeframe of the grant writing process will depend on when the grant application has been released, the due date, and what information is readily available to begin preparing the grant, typically between one and three months.
Task 2.3 Review the Grant Application
A draft of the application will be submitted to the City for review. Upon an expedited review period, KTUA will address the final comments. All supporting documentation will be included, and a final application will be delivered to the City for submission.
The City will be responsible for obtaining any necessary department, city council or other governing agency approvals (formal or informal) or resolutions. At this time the application will be ready for submission by the agency.
Task 2.4 Application Submittal and Follow-up
Prior to the submittal deadline, KTUA will ensure that the team fully understands the submittal protocols for uploading required forms and documents. Technology errors happen, particularly associated with deadlines, so redundancies or alternatives will be developed to avoid disqualification.
18 Once the grant application has been submitted, the grantor may come back to the applicant with additional questions or clarifications, or a request to visit the project site or other projects the City has successfully implemented with grant funding. The KTUA team will be available to prepare responses to questions, provide additional materials, and schedule site visits as needed.
Of course, securing the grant funding is the goal. However, win or lose, a debrief with the grantor is always beneficial at the end of the process to understand the strengths and weaknesses of the application. If the application was successful, the debrief process may shed light on other grant opportunities with this or other grantors that may be applicable if additional funding is still needed. If the application is not successful, it is an opportunity to reassess the relationship between the project need and the grant requirements to determine if the application needs to be repackaged in a different way or if other funding sources more closely match the project need. Since many agencies release grant opportunities on an annual or recurring basis, there may be future opportunities to re-submit an application.
Estimated Budget:
Task 2A, Low level-of-effort Grant: $3,500-$5,500
Task 2B, Medium level-of-effort Grant: $5,500-$8,500
Task 2C, High level-of-effort Grant: $8,500-$10,000
Task 3: Park Design Concepts
Task 3.1 Edits to Existing Concept Designs
With direction provided by the City, KTUA will edit existing park concept designs produced previously by the City. Edits to existing designs may include adjustments to CAD drawings, plan renderings, or 3D renderings.
Estimated budget: $7,500 (edits only)
Task 3.2 Park Concept Design Alternatives
With direction provided by the City, KTUA will prepare conceptual plans illustrating proposed park improvements that reflect the community’s needs at the identified high-priority sites. To start the process, properties will be selected to create relationship/bubble diagrams; these diagrams will consist of simple linework/colors (i.e., bubbles) that help define the relationship between different spaces/programmatic uses within the park. The City will review each of the relationship/bubble diagrams and determine sites to move forward with conceptual designs based on city and/or community input on the relationship/bubble diagrams. Park active and passive amenities, fields and fitness areas, circulation walkways, parking, gathering spaces, playgrounds, dog parks, trees, shade structures, etc., will be drawn conceptually and at an appropriate scale. Color will be added to the concepts for clarity (not illustrative renderings), and each concept will be annotated. The concepts will be provided to the City electronically in pdf format, and review meetings will be scheduled to discuss the concepts for each property.
Task 3.3 Final Park Concept Design
City comments will be summarized and provided to the City electronically. Based upon feedback from the City, KTUA will refine the concepts to provide a final concept design for the final park sites selected.
The concepts will be drawn at an appropriate scale, color rendered, and annotated for presentation purposes.
19 Upon completion of the preferred concept, 3D renderings will be developed for the two final concepts.
One full rendering will be developed in SketchUp and Lumion so different views can be extracted to highlight various elements of the concept. These big-vision graphics will help aid the development and support of these vacant or underutilized land for new park space and amenities.
Estimated budget: $20,000 (new concepts and renderings per park)
