5 Year Capital Improvement Program
[FY 25-26 to FY 29-30]
Introduction
What is a Capital Improvement Program (CIP) Master Plan? Procedure for Developing a 5-Year CIP Master Plan
Supporting Plans
Infrastructure Budget
A Capital Improvement Program (CIP) Master Plan is a planning tool for financial planning, staffing resources, capital outlay, and prioritization of capital projects. The CIP Master Plan allows for short- and long-range planning to ensure assets are maintained for the benefit of residents, businesses, property owners, and visitors.
The City owns infrastructure systems which generally include the street network and traffic controls, municipal facilities, parks and playgrounds, sanitary sewer and storm drain systems. These infrastructure systems require capital improvements for a variety of reasons to address issues such as deferred maintenance, to enhance performance, improve traffic and pedestrian safety, and to enhance overall service and reliability. The City provides for capital improvements by funding a Capital Improvement Program (CIP) Master Plan. The CIP includes the City’s current funded projects, budgets, and funding sources.
As part of the current budget visioning process, the Public Works Department was tasked with the development of a 5-Year CIP Master Plan. Public Works staff received input from City departments related to project descriptions, estimated costs and possible funding sources.
This budget cycle represents the City’s initial implementation of a 5‐Year Capital Improvement Program (CIP) Master Plan as a part of the budget process. The goal is to enhance the City’s forecasting and project evaluation by creating a planning resource to be used throughout the decision-making process. It is not intended to limit the City’s ability to adjust its programs, services, and projects as unexpected needs arise.
The City relied on several planning documents and regulatory factors in the development of this CIP Master Plan including the Pavement Management System, the ADA Transition Plan, Stormwater MS4 Permit, Safe Clean Water Program, Safety and Housing Elements and previous approved CIP budget documents.
Because the City operates on a 2-year budget cycle, the proposed total budget for the CIP Master Plan for FY 2025-26 is $18,527,843 while the proposed budget for FY 2026-27 is $25,478,500. The estimated carryover from the previous budget cycle is $33,680,152.
