TO:Honorable Mayor and Members of the City Council
ATTENTION:Ryan Smoot, City Manager
FROM:P.J. Mellana, Director of Parks and Recreation
SUBJECT:Consideration and possible action to authorize the City Manager to execute an agreement, in a form approved by the City Attorney, with Tripepi Smith & Associates amending and restating Agreement File No. 684.5, and approve the necessary budget amendment for General Communications Support.

DATE:May 27, 2025

EXECUTIVE SUMMARY
The City of Bellflower’s relationship with Tripepi Smith & Associates (“TSA”) has expanded significantly since its original focus on video production and A/V support. Over time, services have grown to include communication planning, social media management, newsletter and content development, and broader outreach efforts. This growth reflects the City’s increasing need for coordinated, strategic communications support.

As the City advances key goals outlined in the 2025–27 Strategic Plan—particularly efforts to centralize and improve communication functions—demand for reliable and flexible communications support continues to rise. While previous amendments to the current Agreement temporarily addressed these needs, a new amended and restated professional services agreement is now warranted to appropriately capture additional scope of services and costs.

This proposed action authorizes the City Manager to amend and restate Agreement File No. 684.5 and establishes an updated scope of services, term, and cost structure designed to meet the City’s evolving communication priorities. The amended and restated agreement includes a two-year term, with options for extension, and will provide consistent support during a time of organizational transition and implementation of the 2025-2027 Strategic Plan.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute an agreement with TSA, in a form approved by the City Attorney, amending and restating Agreement File No. 684.5; and 2) Approve a budget amendment in the amount of an additional $60,000 for Account No. 010-41317-1012 for Fiscal Year 2024-2025; or 3) Alternatively, discuss and take other action related to this item. 14-E

Staff Report – Agreement No. 684.5 with Tripepi Smith & Associates May 27, 2025

FISCAL IMPACT
The proposed amended and restated agreement with TSA establishes a not-to-exceed amount of $750,000 during the new two-year term and will revise Agreement File No. 684.4, which had an annual not-to-exceed amount of $128,250. The increases in annual funding reflect the additional services requested of Tripepi Smith as part of the City’s focus on city-wide communications and outreach efforts.

As the City has steadily increased services in preparation for the organizational shifts proposed through the strategic plan and as part of the Draft FY 25-27 Budget, available funds under the existing agreement were fully expended as of April 2025. The proposed budget amendment is necessary to allocate additional funds within the current budget for the remainder of FY 2024–25 to ensure continuity of services through June 30, 2025, and funding for subsequent contract years is included in the proposed FY 2025–27 Budget which was reviewed by the City Council during two recent budget study sessions. Final adoption of the FY 2025-27 budget is anticipated prior to the start of the new fiscal year.

DISCUSSION
Under the direction of the Parks and Recreation Director and the anticipated formation of a new Communications and Marketing Division, the proposed agreement with TSA provides a structured framework for delivering City-wide communications support aligned with the 2025–27 Strategic Plan.

Core services under the agreement include news article and press release development, social media management, monthly performance reporting, and quarterly strategy meetings with the City’s executive team. In addition, TSA will support the production of the monthly digital newsletter, a quarterly print brochure, and provide graphic design, photography, video production, and A/V support for City Council meetings and community events.

Key initiatives in Year 1 will include a comprehensive Communications Assessment, rebranding the Parks and Recreation seasonal brochure into a citywide news publication, and designing updated templates for both the brochure and the monthly e-newsletter.

These critical deliverables are essential to consolidating communication functions under a unified strategy and advancing the goals and objectives outlined in the Strategic Plan.

3 COVER LETTER
Thank you for the opportunity to present Tripepi Smith’s offerings for general communication services.

As Bellflower continues to advance its strategic priorities, strengthening and modernizing its communications will be key to ensuring residents stay informed, engaged, and aligned with the City's vision. Currently, information is shared across multiple platforms and channels, but without a unified approach, residents may receive inconsistent messaging depending on where they get their information.

Establishing a streamlined, cohesive communications strategy—one that integrates core messaging across all platforms—will be essential to building public trust, enhancing transparency, and fostering a well-informed community.

This proposal outlines how our team can broadly deliver communications support across a range of topics for the City of Bellflower. Unifying and modernizing Bellflower’s communications will be a multiyear process, beginning with an initial assessment and foundational work in Year One, followed by an ongoing, stabilized communications effort in subsequent years.

Tripepi Smith has a deep understanding of the unique dynamics of local communities: over 200 local government agencies, primarily in California, have chosen us to support their communications needs.

Our experience spans numerous successful initiatives, where we have consistently achieved tangible, impactful results.

The team consists of over 65 communication experts — robust enough to support your goals, yet small enough to be nimble and responsive. We offer a spectrum of skills that allows us to match the appropriate resource to the task at hand, letting us execute faster at reduced engagement costs. These resources vary by both years of experience and core hard skills (graphic design versus videography versus writing versus social media, for example). Independent of skill set, each team member is active in the world of local government. The result: we have the ability to tell impactful, localized stories across communication mediums, all within our one team. Bellflower will need only one communications partner.

This capacity and breadth of skill make Tripepi Smith uniquely qualified to provide the full range of services that the City may desire to tap into.

Engaging constituents and telling your agency’s story is not a simple matter. It takes work, consistency, innovation and creativity to make an impact. We are confident that our dedication and proven track record make us the right partner for Bellflower. Thank you for considering us in this endeavor.

Authorization
I affirm that I have the legal authorization to bind Tripepi Smith into agreements with the City of Bellflower and to make the statements below on behalf of the firm. This proposal is valid for 90 days from the date of submission.

Regards,

Ryder Todd Smith

10 Axioms We Live By
Introduction
In our work with over 200 local government agencies on external communications since our incorporation in 2002, we have identified many patterns, observations and insights. As a result we have developed some axioms (AKA sayings or mottos) when it comes to thinking about external-facing communications. These are just a few that we find universally true.

Content X Distribution = Impact
The audience must see your content to be impacted by it.

Tripepi Smith was born in the digital era. We take digital seriously and recognize how critical it is to not only develop great visuals and messaging, but to ensure the audiences we want to reach actually see that content.
“Content x Distribution = IMPACT” is how we illustrate the point: What good is content if you aren’t properly promoting, distributing or sharing it? On the other hand, what good is distribution if the content fails to engage your audience positively? We use this principle to guide a comprehensive distribution strategy that ensures we reach our target audiences.

If you don’t publish
information first, someone
else will–and they may not
care about the facts.

11 In this age of smartphones and voice-activated virtual assistants, we are used to being able to access news and information at our fingertips. When your community cannot easily find information — such as a controversial policy decision, a new housing development or a political scandal — they may resort to finding "the facts" on their own. This is especially true for crisis communications: the longer you wait to address the crisis, the more time you are giving to others to fill that void with their own research and/or opinions.

So, we strive to get your information out there first, even if it is a "holding message" such as "we are aware of the situation and will use our official channels to share more info soon." By publishing information on your agency's website or some other centralized location, you, your agency leadership and your supporters will be able to easily debunk misinformation with verifiable facts and talking points.

Only a small percentage of
the population understands
local government the way we do.

The 3% includes local government professionals like you and consultants like us–the select few who wake up daily thinking about the complexities facing public policy and municipal management. We have our own language in local government: terms, phrases and especially acronyms. Most of the population may have little exposure to or interest in local government. They just want their utilities to work, no potholes, low crime and other securities provided by their local governments that enable a high quality of life.

So, when we speak with the 97% through public outreach, we ensure our language is accessible and understandable. This mitigates any risk of alienating them; moreover, it enables an ability to build relationships and engender trust.

These services include recording and producing City Council Meetings for the City’s Channel 26 on Cablecast/Tightrope systems; scheduling content on Cablecast/Tightrope carousel; providing A/V technical support including equipment upgrades; and producing multiple videos which include capturing interviews, broll and drone footage for multiple City events, including State of the City and Outgoing Mayor events throughout the year. Tripepi Smith captures video and photos for many community events in the City and footage is used to create highlight videos or promotional videos used later in the year. Additionally, Tripepi Smith directs the City of Bellflower’s Annual Bravo Awards, featuring a five-camera setup, videographers and photographers. Many interviews and videos are also produced prior to the event which are shown during the event. Tripepi Smith has recently been capturing and producing videos for grand openings, ribbon cuttings and highlighting small businesses to assist the Economic Development team in their efforts to promote businesses within the City. In October 2024, the City of Bellflower expanded Tripepi Smith’s scope to begin taking on more general communications work.

SCOPE OF SERVICES
General Communications Support
Effective communication requires a strategic approach built on research, surveys, and well-crafted messaging. From social media management to web strategy and SEO optimization, every digital touchpoint plays a role in audience engagement. Tripepi Smith provides comprehensive support, including web hosting, email campaigns, and media, stakeholder, and government relations. Our expertise extends to digital, print, radio, and out-of-home advertising, ensuring broad and effective outreach. Additionally, we offer training for staff and support for events, presentations, and virtual gatherings to enhance communication efforts and brand consistency. Below is a recommended scope of work, but the City is not limited to these services.

Project Management
Tripepi Smith begins all engagements with a kickoff meeting with the client to: introduce personnel to one another, define Key Performance Indicators (metrics, goals and timelines); review project management processes; and ensure each stakeholder has a full understanding of their responsibilities.

Tripepi Smith primarily uses the following tools to manage projects:
• Google Workspace for email, creating real-time collaborative documents and instant messaging • Zoom or Google Meet for conference calls
• Sprout Social for social media management: posting and monitoring comments/messages • Meltwater for media intelligence and media relations
• Kantata for project/task management, internal project status updates and time entry ys

19 These tools enable project managers to quickly determine a project’s budget status, review the schedule of tasks, send rapid notifications to the whole team if issues arise and, generally, sustain momentum on our efforts.

Ongoing Strategy Discussions
To coordinate our efforts with staff and sustain momentum on projects, Tripepi Smith will schedule a recurring, one hour bi-weekly phone call that will include a designated lead for our engagement. These calls will help drive content planning for various communications channels. Call content will focus on story plans, new issues or concerns that need to be communicated, identification of major themes or ideas to address in the coming weeks, review of recent media mentions and social media comments and sharing of communication opportunities uncovered from scanning city council agendas. This will be a working call during which Tripepi Smith will manage an agenda and provide notes for each call. After each call, the client will receive an action summary email about decisions made on the phone call and related action steps. We will produce work, such as social media posts and responses, in a shared workspace where you can see progress in real time and provide instant feedback. These tools allow for enhanced collaboration and expedite the production process. Additionally, the team will conduct internal weekly project management via social media audits.

News Article/Press Release Writing
Our team is seasoned in crafting compelling press releases and news articles, typically up to 500 words, to amplify Bellflower’s story and establish thought leadership. We tailor our work to your desired tone and direction, ensuring consistent execution. Collaboration with your staff might be necessary to ensure subject matter expertise and obtain quote approvals. You can lean on us to manage the entire content creation cycle, from crafting key messages and conducting interviews to drafting content and distributing it to your platforms or the media.

Social Media Management
• Content Creation: Social media content creation involves: planning, fact-checking, sourcing graphics, grammar checking and scheduling the post. Our team has experience producing content across Meta (Facebook and Instagram), Twitter/X, LinkedIn, Nextdoor and others. • Monitoring: Tripepi Smith will monitor Bellflower’s social media site inboxes seven days a week for customer service opportunities, mainly responding to questions. When we identify an opportunity to respond, we will aim to do so within 24 hours of the comment post time or message receipt time.

We will occasionally require fact-checking and guidance from the City for more nuanced responses. • Additional: Our work also includes optimizing social media accounts to enhance performance and/or take advantage of useful features. "Boosted Posts" and other targeted advertisements are also helpful in disseminating information to community members. Tripepi Smith is fully capable of running and tracking these paid campaigns (fees to be agreed upon and paid by the City.) Monthly Metric & Analytic Report
Each month, Tripepi Smith will provide a summary report of the Key Performance Indicators or KPIs (reach, posts, engagement, etc.) related to your controlled social media sites and other key metrics if available, such as website visits, media mentions and email open/click rates. This will help us evaluate yf

20 the success of our efforts as well as serve as an ongoing feedback mechanism for gathering valuable insights that can help inform ongoing communication strategy.

Quarterly Strategy Meetings
Tripepi Smith will host quarterly strategy meetings with key Bellflower stakeholders, such as the Executive Team. These meetings bring together leaders throughout the organization to:

1. Reflect on communications wins and lessons learned picked up in the previous quarter

2. Create a plan for outreach in the coming quarters. We typically collaborate on a Content Calendar in a Google Sheet for easy reference on what external communications need to happen in the coming six to 12 months
Talking about communications in local government for almost two hours usually gets everyone’s brains churning about how they can get the word out on that next big program or new event. The nature of our work gives us the ability to probe deeper into city events and programs while still thinking broadly about how to get the word out on them. As we discuss audience perceptions and interests, go over best practices and the reasoning/data to back them up, the conversation about communications becomes more than just a strategy meeting. Staff builds perspective on their role as communicators on behalf of their department and the agency. As a result, they become more invested in outreach.

City Council Agenda Scanning/Review
Tripepi Smith understands local government. Combined with expertise in marketing and communications, we identify potential communication opportunities by scanning your public meeting agendas. After all, city council agendas often contain timely items of public interest.

Our team reviews these agendas and discusses them with you during our regular check-in calls. This allows you to focus on your core duties while we empower you with information and recommendations to effectively manage city communications. The goal is to ensure transparency with your constituents.

By keeping them informed about activities and decisions, we help you maintain a strong relationship with the community.

Monthly Digital Newsletter
Some or all of the content may come from news article content we create each month. Email is a great avenue to distribute this content; it’s inexpensive, prevalent and a solid way to reach engaged residents.

We can utilize existing email lists collected from the City’s utilities and/or Parks & Recreation. We will use the Constant Contact template we designed during our previous engagement.

Quarterly Print Brochure
Tripepi Smith will create an updated design for the City’s print brochure, including the front and back cover, table of contents, header and footer sections. We anticipate 48 pages per activity guide edition, there are three editions each year. A special City News edition will span 16 pages and would not include Parks & Rec classes, just city news and updates. Tripepi Smith will provide print ready and web-friendly PDF versions and Bellflower will handle print management of each edition. Scope assumes three rounds of revisions per edition. Bellflower will provide all written content in word doc format for layout and Tripepi Smith will draft a City Manager's message for the introduction of each guide. yy

21 Communications Assessment
One of Tripepi Smith's specialties is a service we call a "Communications Assessment": an objective review of everything a public agency is doing to communicate with its external audiences: residents, businesses, local media, etc. It is an opportunity to document a "point in time" summary of current strategies, policies, processes and best practices to determine whether there are opportunities for improvement. The resulting report is an expansive audit of the agency's departmental communications efforts, including staff methodology, platforms used, challenges to overcome, and Tripepi Smith’s customized recommendations to improve the impact of communications. We recommend our Express Communications Assessment for Bellflower.

23 Our Approach to Photography
Photography, much like videography, requires deliberate, thorough preparation to achieve a beautiful end result. We organize our process into three phases to deliver high-quality photos and photo shoot experiences for our clients:
• Pre-Production: Our photographer will conduct a pre-photo shoot phone call of up to 30 minutes to review your key goals and objectives for the photos. During this phase, our team might develop a shot list or collaborate with a client to build upon their wish list of shots. We will also coordinate logistics, such as establishing a timeline and method for photo album delivery. • Production: You can expect our photographers to be onsite at least 30 minutes prior to the start of any photo shoot event in order to check in with client leads and review shoot conditions, such as weather and lighting. We may be onsite even earlier for shoots that require supplemental lighting or equipment, such as for headshot photo shoots when we set up a traveling photo studio.
• Post-Production: After a photo shoot, Tripepi Smith’s photographer will spend the following days processing (editing) the images for optimal lighting, color, composition and more. If an occasion requires photos to be available immediately, our photographer can stay onsite and process the photos in real time.

Event Video Production & Special Projects
Tripepi Smith generally breaks down video production engagements into three phases: Pre-Production, Production and Post-Production. These projects can include videography, photography, drone footage, event coverage or production or a combination thereof. The phases include:
• Pre-Production is focused on identifying the key message and goal of the video and/or photos.

We set time guidelines, expectations, identify shot list and equipment needs, and work with City Staff to ensure shared vision on the final product.
• Production is focused on executing the work on the day of the event, fulfilling the video and/or photo shot list, and ensuring proper camera angles and lighting. This also requires a focus on audio and execution of any special shots such as drone or jib work. If drone work is requested, Drone Operator rate and Drone Equipment fee will apply. • Post-Production work primarily consists of editing video and/or photos, iterations on those edits with clients, audio clean up, lighting/color correction, and final packaging in any format that is requested.

Tripepi Smith is well-versed with the needs of video production in City of Bellflower and is prepared to continue capturing and directing events from ground breakings to Bravo Awards to creating highlight, promotional, or workshop videos for the City.

As a full-service firm, Tripepi Smith is proficient at related work, including multi-media presentations, optimization for digital media, simple and complex animated videos, PowerPoint animations and remote video gatherings. Tripepi Smith also has experience production meetings using the Zoom platform. yd

Single Source Communications
Tripepi Smith & Associates

24 Staff for video production projects will depend on the needs and requests for the events or videos requested by the City. For example, a large-scale event that requires a 5-camera setup will require more crew members than a smaller event. The staff listed in this proposal will be the core onsite staff used for video production.

City Council Meeting Recordings
TS staff will arrive 1 hour prior to City Council meetings to set up and test all equipment, perform a sound check, and prepare all systems (including Zoom, if needed) for the upcoming meeting. This will include creating any applicable graphics and reviewing agendas for any digital media or notable activities to be displayed during meeting. Staff will troubleshoot any issues that arise during pre-meeting preparation and during the meeting. Staff will remain onsite for the entirety of every meeting to manage the live streaming/recording. Once the meeting has finished, staff will prepare meeting recording for rebroadcasting on cablecast system and City designated streaming platform(s), and prepare master DVDs as needed.

Tripepi Smith will provide one TS A/V Operator to be onsite for every City Council meeting and any additional meetings the City requests coverage for (Special Meetings, etc). Tripepi Smith may periodically assign additional staff to cross-train on the council meeting recording process to ensure complete staffing coverage for City meetings.

City Council Meeting:
• Staff will be onsite every 2nd and 4th Monday per month 1 hours prior to start time, remain onsite for an average of 2 hours for duration of meeting and stay 30 minutes after for post-meeting tasks. There is a 2-hour minimum onsite time for each staffer assigned to this engagement.

Tripepi Smith will also assist with technical issues and recommend any equipment or software updates and/or strategies to ensure meetings can be ran smoothly every time. When this happens, the project manager or A/V Operator will perform a root cause analysis to understand the issue, clarify the point of failure, and identify a method or approach that could systemically prevent future issues (including equipment upgrades, as needed). Learning and growing from any mistakes are a fundamental element of improvement and is an attitude embedded in the Tripepi Smith culture.

Tripepi Smith is also familiar with PEG channels and has contacts with local cable channel providers and can assist the City with the implementation of their PEG channel into their existing broadcasting equipment.

A/V Support Services
Tripepi Smith will provide A/V support, as needed, for the City’s Civic Auditorium, Mayne Events Center or the Fire Museum. We will work with the City on a per event basis in order to identify the A/V needs for each event, whether only audio assistance is needed in the Civic Auditorium or if full audio and visual equipment is needed for an event at the Mayne. Tripepi Smith has the equipment needed to execute many different types of events and will deliver any final recordings or edited videos, as identified, for each event. The City will notify Tripepi Smith when A/V support is needed one to two weeks (or more) in advance, when applicable.

25 COST PROPOSAL
Tripepi Smith proposes to execute this agreement on a time and materials (T&M) engagement that allows the City the flexibility to “ramp up” or “ramp down” efforts according to budget and priorities. This estimate is based on our hourly rates, which are outlined below, and includes an estimated 5% CPI rate increase each year of the agreement.

Note: Year 1 includes one-time costs (Express Communications Assessment, print brochure and e-newsletter template designs) that are not applicable to the rest of the agreement period, which is why there is a dip from Year 1 to Year 2.
