SCOPE OF WORK
CAPITAL PROJECT
PROJECT TITLE:
Foster Road Traffic Signal Installation and Upgrades
PROJECT LOCATION:
The project is located on Foster Road, which is jointly-owned and maintained by the cities of Bellflower and Downey on Foster Road, where southern city limit of Downey is located on the north side and the northern city limit of Bellflower is on the south side.
PROJECT LIMITS:
The project limits are on Foster Road, between Lakewood Boulevard and the east end of Foster Road (300 feet west of Regent View Avenue
PROJECT DESCRIPTION INCLUDING MULTI-YEAR SUBREGIONAL PROGRAM AND PROJECT NEXUS:
The cities of Bellflower and Downey jointly submit this project for consideration, as Foster Road borders both jurisdictions and the maintenance operations are shared. The project will include the modification of existing traffic signals to incorporate protected left-turn arrows for east- and westbound vehicle traffic traveling on Foster Road at the intersections of Clark Avenue and Bellflower Boulevard. Additionally, the project will involve the design and installation of a new traffic signal at the intersection of Foster Road and Ardis Avenue/Charlemagne Avenue, which meets warrant analysis. The installation of traffic controls at this intersection will significantly improve overall safety for pedestrians, bicyclists, and vehicles, while enhancing traffic operations.
Separate from the funds requested through this grant application, the cities have been collaborating on a separate project to reconfigure the existing striping on Foster Road. This reconfiguration will eliminate one lane of traffic in each direction, thereby creating a two-way left-turn painted median to enhance safety for left-turn movements, as vehicles will no longer need to stop in the east and westbound No. 1 lanes to complete a left turn. Additionally, the project will create new bike lanes on Foster Road, extending from Lakewood Boulevard to the San Gabriel River. These bike lanes will complete the final phase of a regional bike route, directly connecting two regional bike paths along the L.A. and San Gabriel Rivers.
