FROM:Len Gorecki, Assistant City Manager/Director of Public Works Kimberly Gonzalez, Public Works Coordinator
SUBJECT:Consideration and possible action to authorize the City Manager to execute Amendment No. 1 to AFN 230.3 with West Coast
Arborists, Inc., in a form approved by the City Attorney, for tree maintenance services.

DATE:June 23, 2025

EXECUTIVE SUMMARY
This action would authorize the City Manager to execute Amendment No. 1 to Agreement File No. 230.3 with West Coast Arborists, Inc. (“WCA”) for one additional year for tree maintenance services, including a Consumer Price Index (“CPI”) rate adjustment.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Amendment No. 1 to AFN 230.3, in a form approved by the City Attorney, with West Coast Arborists, Inc.; or 2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
The agreement as amended includes an annual amount not-to-exceed $1,195,000.

The City’s FY 2025-26 operating budget includes funding for this purpose as follows:
$480,000 under account 010-42329-3100 (General Fund – Streets Department); $55,000 under account 125-42329-3910 (Measure R – Bike Trail Maintenance); and $100,000 in the respective building and grounds maintenance accounts for each park facility, in accordance with the rates in the attached price schedule. The capital projects budget also includes $100,000 under account 011-42329-9000 and $460,000 under account 030-42329-9000 for tree management and planting services primarily related to a federal grant received for those purposes. As previously discussed by the City Council, the City has been notified that the federal grant funding in account 030- 42329-9000 may be subject to freeze. Should the funding be frozen, the associate services under this agreement will not be performed.

DISCUSSION
On November 14, 2022, the City entered into Agreement File No. 230.3 for tree maintenance services utilizing the terms and unit pricing contained in the City of Irwindale’s agreement with WCA for a 3-year period. Agreement File No. 230.3 allows the City to extend the contract term for up to three additional one-year terms. -1-

DISCUSSION – Continued
The current agreement with WCA is set to expire on June 30, 2025. On February 8, 2025, WCA expressed its interest in extending the current agreement for an additional year with a CPI cost adjustment of 3%. The Public Works Director reviewed WCA’s request and CPI cost adjustment and found it to be acceptable based on current market conditions. WCA has proven to be a reliable contractor and has been highly responsive to the City’s tree maintenance needs, therefore, we are recommending that the City Council authorize the City Manager to execute Amendment No. 1 to extend the term of the agreement for one additional year and authorize the 3% CPI adjustment to rates as requested.

CPI Adjustment Requested:

Vice President, Business Development
As we approach the end of the current contract year, West Coast Arborists, Inc. would like to extend our gratitude to you and your team for your continued partnership. Throughout our partnership, we have worked together to safeguard the health and integrity of your community's urban forest. We look forward to continuing our contributions toward your urban forest goals.

We are writing to express our interest in extending our current agreement for an additional year. As we look ahead, we would like to request a slight cost adjustment.

This adjustment is driven by changes in the Consumer Price Index (CPI) for the region, as well as increases in labor costs, both of which have had an impact on our operational expenses. We respectfully request a cost adjustment based on the CPI for the area, as published by the Department of Labor’s Bureau of Labor Statistics.

We understand the importance of maintaining fiscal responsibility and have ensured that the requested adjustment is fair and reasonable, given the current market conditions. We look forward to another successful year ahead. Should you have any questions or require additional information, please do not hesitate to email me at  [email protected] or call me at  (800) 521-3714.
