EXECUTIVE SUMMARY
This action would authorize the City Manager to execute Amendment No. 1 with Elecnor Belco Electric, Inc. (“Belco”) for additional work to close out the Lakewood Boulevard Traffic Signal Improvements at the intersections of Lakewood Boulevard at Cedar Street, Flower Street, Mayne Street and at Somerset Boulevard (the “Project”) and to consolidate all the approved change orders related to this contract.

FISCAL IMPACT – Continued
The final change order for Part 1 (Change Order No. 8) adds $192,309.18, bringing the cumulative total for all Part 1 change orders to $646,702.85 - an increase of 28.74% above the original Part 1 contract amount.

Amendment No. 1 approves the final change order for Part 1 and consolidates all the approved change orders bringing the total contract cost to $4,078,208.38. Savings from other Measure R-funded capital projects for FY 2025-26 will be used to cover the requested contract change.

DISCUSSION
On November 14, 2022, the City awarded a contract to Belco to install two new traffic signals on Lakewood Boulevard, one located at Cedar Street and the other located at Mayne Street. It also included modifications to the exiting traffic signals at Flower Street and Somerset Boulevard.

During the Project, the contractor experienced multiple unforeseen conditions throughout the project area due to underground utilities and oil pipeline conflicts. Additionally, the initial repaving of Lakewood Boulevard and Mayne Street created a significant “dip” for vehicles. As a result, the original paving limits were extended further out to allow for a more acceptable transition and eliminate the dip. The total cost of all change orders for Part 1 of the Project is $646,702.85 for these unforeseen circumstances and additional work, which represents an increase of 28.74% from the original contract amount of $2,250,505.

When the total cumulative amount of all contract change orders exceeds 25% of the original contract price, a revised project budget must be authorized by the City Council.

Accordingly, the Public Works Director (“Director”) is recommending that the City Council authorize the City Manager to execute Amendment No. 1 to the agreement with Belco to approve the final change order to close out the Project and increase the contract amount to $2,897,207.85. The total of all the change orders for Part 2 of the project results in a reduction of $114,145.47 to the contract amount.
