Subject: Proposal to Provide Professional Engineering Services for ADA Sidewalk Improvements on Coke Street

Dear Mr. Gorecki:

Willdan Engineering (Willdan) is pleased to submit this proposal to the City of Bellflower to provide professional engineering services to add a sidewalk to the West side of Coke Street from the South City limits to Artesia Boulevard. We understand that the project is limited on the West by the LADWP easement / fence line and that parking must remain. The City is considering options to add the sidewalk in while maintaining parking on both sides and requests a phased design approach to outline the Proposed Improvements. Phase 1 would be the 30% concept plans showing the options for design and Phase 2 would be the full PS&E on the agreed upon design alternative.

We understand the City desires Willdan to create a conceptual design and is considering shifting to a southbound one-way street to allow for the sidewalk, parking and travel lane. Our review will evaluate the existing traffic data and site conditions and determine the best neighborhood traffic measures and associated design.

The following is our proposed scope of work, schedule and fee:

Scope of Work

Task 1 – Project Management

1. Attend a kick-off meeting with City representatives to review the project, in detail, to determine the City’s specific requirements concerning the project.

2. Design criteria, project schedule, funding and findings from the project kick-off meeting will be summarized and distributed to the project team.

3. Attend virtual meetings at the milestone submittals (30%, 90% & 100%)

Task 2 – Utility Coordination

1. Provide utility coordination, including notices to all utility companies in accordance with City’s procedures. All documentation of contacts and responses will be copied to the City.

Willdan will prepare utility notices and deliver them to the City for mailing under City letterhead. If so desired by the City, Willdan can transmit these notices under Willdan’s letterhead; however, the City shall be responsible for any fees assessed to Willdan by the utility companies. Willdan will forward the initial preliminary request to the utility agencies that allow requests via e-mail.

2. Coordinate with affected utility companies to provide for proposed utility improvements prior to pavement construction.

Task 3 – Topographic Survey & Base Mapping

1. Willdan will provide a topographic survey at 25-foot intervals including, but not limited to CL, R/W, Surface Utilities, EG, TC, FL, and BW for the project site. Willdan assumes the R/W is at the existing fence line and any survey past the fence may require an additional scope and fee negotiated with the City. Willdan’s survey efforts shall include but not be limited to the following:

a. All existing sidewalk, curb ramps, cross gutters, spandrels, drive approaches, utility boxes, manholes, valves, power poles, traffic signals, cabinets, fire hydrants, trees, signing and striping along with any other visible features within the right-of-way. At intersections, include survey for a minimum of 10’ beyond existing curb radius. The survey shall include enough record survey control monuments to accurately map the right-of-way limits in the project location per available county record maps. b. Inventory and verification of existing survey monuments within the project limits. c. All necessary survey points for new roadway features.

2. Prepare base maps utilizing AutoCAD Civil 3D based on the topographic data provided by the survey. Base maps shall be delivered in both PDF and AutoCAD format.

Task 4 – Phase 1: Preliminary Engineering & 30% Conceptual Plan

1. Confer with City staff to review, in full detail, the requirements for the project. Review available information pertinent to the project, including existing survey data, as-built improvement plans, traffic data, utility information, existing pavement section information, and other available record data. Paving limits will be confirmed with the City to see if any overlay of existing street is to be included in this project.

2. Research and review available data and record information including as-built plans and utility information.

3. Perform preliminary field reconnaissance, including photography, to analyze current field conditions and to gain familiarity with the site and specific pavement conditions, especially potential reconstruction areas and quantities, as pertaining to various viable strategies, and special problems that may require a form of pre-treatment prior to or in conjunction with the overlay. The field investigation shall judge the physical properties and structural capacity of the pavement. Traffic loading conditions (TI) will be provided by the City.

4. Willdan will layout the proposed sidewalk and new curb alignment and show 2 design options to either remain bi-directional (Base Option 1) or to convert to one-way (Option 2) for discussion with the City outlining remaining lane and parking widths.

5. Based on City agreed strategies, incorporate project special conditions, unique engineering and constructability considerations and concerns, and City agreed preferences into a brief memorandum of findings and recommendations outlining the specific elements to be implemented for pavement upgrade, and attach all test data (as applicable) and calculations. The Asphalt Institute method for overlay structural design will be used.

6. Willdan will prepare a conceptual budgetary estimate for both design options summarizing the Engineer’s Opinion of Probable Cost to allow the City to make an informed decision on design alternatives.

Task 5 – Phase 2: Design Engineering

1. Based on the findings of Phase 1 Willdan will advance the conceptual design to final stages. The base option assumes that traffic can remain as one-way and does not include a traffic analysis or bulb-out designs. If this is deemed infeasible Willdan has provided the optional tasks below for required design effort to convert to a southbound one-way street.

2. Prepare a title sheet using the City’s title block including location map and general notes for the package.

3. Prepare 90%, and 100% PS&E submittals to the City covering existing centerline, curb & gutter, sidewalk, parkway, curb ramps, cross gutters, spandrels, driveways, trees, signing and striping and existing utilities (wet and dry). Plans will include pavement rehabilit ation methods based on geotechnical analysis to meet City standards and all other elements needed to complete the 100% bid-ready PS&E package. Willdan will identify portions of curb and gutter, sidewalk, spandrels, cross gutters, driveways, curb ramps, and any other items that need to be replaced due to poor conditions or non-compliant with current ADA standards.

4. Willdan will profile the existing and proposed curb alignment to maintain existing drainage patterns and ensure proper longitudinal and cross slope along the street segment and intersecting streets. Willdan will design the sidewalk to be ADA compliant and show the maximum cross slope in the typical section.

5. The plan set shall include:

a. One (1) Title Sheet
b. One (1) Typical Section and Detail Sheet
c. Four (4) Street improvements Plan & Profile sheets at a 1” = 20’ Scale d. One (1) Signing and Striping Plans at a 1” = 40’ Scale

6. Prepare civil engineering estimate and technical specifications. The City will provide boilerplate front end specifications for Willdan to add the technical specifications into.

7. Submit 90% and 100% PS&E to the City for review and comment.

8. Upon approval, submit final signed PS&E for City advertisement and bidding.

OPTIONAL TASKS

Task 6 – One-Way Traffic Study & Community Newsletter

Traffic Data Collection

Willdan will utilize our subconsultant, National Data and Surveying Services (NDS), to collect the following traffic data to study the conversion of Coke Avenue to One-Way between Artesia Boulevard and Poppy Street. The counts will be conducted on a typical weekday when local schools are in session during good weather conditions.

• 24 Hour Volume Counts (ADT) at two locations along Coke Avenue. • Peak Hour (7:00 – 9:00 a.m. and 4:00 – 6:00 p.m.) turning movement counts at up to six (6) intersections within the area likely to be impacted by the conversion.

Review and Analysis

Willdan will review the data collected along Coke Avenue and at key intersections. A synchro analysis of the existing Level-Of-Service (LOS) operation of intersections along Coke Avenue and Lakewood Boulevard (the likely alternative for diverted traffic). The traffic diverted by the conversion to one-way will be redistributed over the area and the change in LOS to the intersections will be determined. A comparison of the before and after conditions of the surrounding circulation system will be conducted to analyze the impact of the improvement. A report documenting the assessment of the before and after conditions will then be completed.

Report Preparation

Draft Report – A Draft report will be prepared encompassing all of the background details and discussion of the findings. Willdan will provide an electronic copy of the Draft Report.

Final Report – After the City reviews the Draft Report, a Final Report will be submitted that incorporates the City’s comments on the Draft Report.

Community Newsletter for Public Notice

1. To convert the neighborhood street to one-way will require a public notice period for all involved residents within the project area alerting them of the change.

2. Willdan will prepare a newsletter summarizing the findings of the traffic analysis and alerting the residents of the intention to convert to a one-way street for circulation to the public. Willdan assumes the City will perform all contact with the residents and mail and/or post the newsletter accordingly.

3. Willdan will assist the City with any staff report language required for this action.

Task 7– Additional Bulb-Out Design

1. Willdan will prepare individual details for each intersection bulb-out. One additional intersection detail sheet will be included for the details of the bulb-outs.
