EXECUTIVE SUMMARY
Executing a Purchase Agreement and associated documents with Keith Alan Andrews-Successor Co-Trustee for The Andrews Trust and Kathleen Joann Hull-Successor Co-Trustee for the Andrews Trust (“Trustees”) would cause the City to purchase the real property commonly known as 9526 Oak Street (“Property”) in the amount of $920,000 for future park development. The acquisition is proposed to be funded with the City’s allocation from Los Angeles County’s Measure A, a voter-approved parcel tax that provides dedicated funding for park improvements, development, and open space projects, administered through the County’s Regional Park and Open Space District (“RPOSD”).

FISCAL IMPACT
The City will be reimbursed for the cost of property acquisition, site demolition, fencing, and installation of wood chip surfacing, up to $1,339,000, using its allocation of Los Angeles County’s Measure A funds, administered through the County’s Regional Park and Open Space District (“RPOSD”). Of this amount, $924,000 is already budgeted in Measure A Account No. 070-52612-9000 for Fiscal Year 2025–26, and a budget amendment of $415,000 is needed to reflect the approved Measure A funding for this project.
DISCUSSION
In March 2025, the Trustees of the Property contacted the City about purchasing the property. The Trustees indicated that upon his death, their father wanted the City to have first opportunity to buy the property. Once the Trustees hired a realtor and had an appraisal prepared, their realtor reached out to the City to further discuss.
The Property consists of one parcel containing one single family dwelling that is approximately 1,142 square feet on 17,993 square feet of land. The Property has no occupants living in the home. The parcel fronts Oak Street to the north and is adjacent to Simms Park to the south.
According to the Director of Parks and Recreation, the acquisition of the property for parkland and open space expansion presents a significant opportunity that directly supports Goal #4 of the City’s Strategic Plan: Improve Quality of Life and Visual Appeal in the City. Specifically, it advances Objective 4.1, which calls for the implementation of the Parks and Recreation Master Plan.
The negotiated purchase price for the property in “As -is” condition is the appraised value of $920,000 pursuant to the appraisal provided by the Trustees.
The acquisition and clearance of the site will be funded with Los Angeles County Park Grant funds identified above.
