DATE:October 27, 2025
EXECUTIVE SUMMARY
This action would authorize the City Manager to execute Amendment No. 11 to Agreement File No. 242.1, in a form approved by the City Attorney, with the City of Santa Fe Springs (“SFS”), for the continued maintenance of the traffic signals, street name signs and highway lighting fixtures throughout the City of Bellflower. This amendment includes updating the list of traffic signals to include those that were recently installed as well as a cost increase per signal that will become effective on January 1, 2026.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Amendment No. 11 to Agreement File No. 242.1, in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Based on the updated count of 57 traffic signals and 14 flashing beacons, the annual cost of routine traffic signal maintenance costs is $58,020, which is an increase of $8,460.
Funding for these services is included in the Public Works Maintenance and Operations Budget for FY 2025-26 under Account No. 010-42322-3100 (Traffic Signal Maintenance) and is sufficient.
DISCUSSION
On April 25, 2013, the City entered into an agreement with SFS for traffic signal, street name sign, and highway lighting maintenance services. The agreement includes routine maintenance as well as emergency response for the City’s signal infrastructure. Over the course of the agreement, the City completed several different projects adding new signal and lighting equipment. With each installation, the agreement has been amended to include the new devices to ensure consistent maintenance coverage. -1-

Staff Report – Amendment No. 11 to AFN 242.1
October 27, 2025
DISCUSSION – Continued
Amendment No. 11 proposes to add the following locations to the agreement, traffic signals at Lakewood Boulevard at Cedar Street, Lakewood Boulevard at Mayne Street, and Belflower Boulevard at Cedar Street, and flashing beacons at Rosecrans Avenue at Ardis Street, Clark Avenue at Rose Street and Clark Avenue at Ramona Street.
In addition, the amendment includes an increase in the routine maintenance rates from $70.00 to $75.00 per month per traffic signal, and from $35.00 to $40.00 per month for each flashing beacon. Extraordinary maintenance services continue to be billed at fully burdened hourly rates and actual costs for parts. The new routine maintenance rates will take effect on January 1, 2026.
The last rate adjustment approved by the City Council was on August 13, 2018. The proposed rate increase represents an approximate 17% annual increase and an additional annual maintenance cost of $8,460. The current Traffic Signal Maintenance Budget for FY 2025-26 will be sufficient to cover the increase.
Approval of Amendment No. 11 will ensure consistent on-going maintenance and operational support for all signalized intersections and safety devices under City jurisdiction.
