SUBJECT:Consideration and possible action to award a contract to California Landscape and Design, Inc., for the Caruthers Park – Dog Park Fencing Project City Project No. 47240A and authorize the City Manager to execute Agreement File No. 1070.2 in a form approved by the City Attorney.

EXECUTIVE SUMMARY
This action would award a contract to California Landscape and Design, Inc., to perform the work described in the Specification documents for the Caruthers Park – Dog Park Fencing Project (the “Project”).
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 1070.2 with California Landscape and Design, Inc., in a form approved by the City Attorney; or 2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Funding for City Project No. 47240A in the amount of $372,250 is included in the Capital Projects Budget for FY2025-2026 in Account No. 011-47240-9000.
DISCUSSION
Included in the Capital Improvements Program Budget is funding for the creation of a Dog Park area at the southeast corner of Caruthers Park. The project includes the installation of fencing to create two separate zones, one for smaller dogs and one for larger dogs, an extension of sidewalk to create a walking path to the dog park area and a water fountain for both human and dog park users.

The City advertised the project on November 17,2025, in accordance with Bellflower Municipal Code (“BMC”) Section 3.28.090. Four bids were submitted at the formal bid opening on December 17, 2025. The results are listed below:

BID ANALYSIS
California Landscape and Design, Inc. submitted a complete bid package. The Assistant City Manager/Director of Public Works verified its contractor’s license status, references, and registration with the Department of Industrial Relations. California Landscape and Design, Inc. is qualified to perform the work described and has fulfilled the requirements set forth in the Specification documents. The Assistant City Manager/Director of Public Works concludes California Landscape and Design, Inc. is the lowest responsive and responsible bidder and recommends that the City Council award a contract to California Landscape and Design, Inc.
