TO:Honorable Mayor and Members of the City Council
ATTENTION: Ryan Smoot, City Manager
FROM:Len Gorecki, Assistant City Manager/Director of Public Works Emilio Murga, Assistant Engineer
Kimberly Gonzalez, Public Works Coordinator
SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) at 9084 Gardendale Street.

DATE:March 9, 2026

EXECUTIVE SUMMARY
This action would approve and authorize the installation of an on-street disabled parking space (blue curb) at 9084 Gardendale Street pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install the on-street disabled parking space (blue curb) at 9084 Gardendale Street; or 2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
The estimated cost to install the on-street disabled parking space (blue curb) is $300.00. Funds are budgeted in Account No. 010-43170-3100 (Street Maintenance Traffic Paint) and 010-43180-3100 (Street Maintenance Street Signs).

DISCUSSION
The City received a request to install an on-street disabled parking space (blue curb) fronting 9084 Gardendale Street to accommodate a disabled, wheelchair bound resident living in the home. Engineering staff conducted a site visit and spoke with the resident to better understand their needs. There is an existing garage accessed through an alley at the rear of the property, and as such there is no driveway. In addition, the resident currently accesses the home through a wooden ramp at the front porch, hence staff recommends the installation of the on-street disabled parking space as this is the shortest accessible path of travel.

DISCUSSION – Continued
On January 6, 2026, Public Works staff noticed area residents that a request to install an on-street disabled parking space (blue curb) would be brought before the Public Safety Commission at its January 20, 2026, meeting. Due to a lack of quorum, this item was continued to the February 17, 2026, Public Safety Commission meeting and subsequently recommended for approval at that meeting.
