SUBJECT:Consideration and possible action to award a contract to Stanley Steemer of Los Angeles for the City Hall Flooring Recarpet, City Project No. 53701, authorize the City Manager to execute Agreement File No. 867.4 in a form approved by the City Attorney and approve a budget amendment.

EXECUTIVE SUMMARY
This action would award a contract to Stanley Steemer of Los Angeles in the amount $104,390 to perform the replacement of the carpet at City Hall for City Project No. 53701.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 867.4 with Stanley Steemer of Los Angeles in a form approved by the City Attorney; and 2) Approve the budget amendment as described in the Fiscal Impact section; or 3) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Funding for the City Hall Flooring Recarpet (City Project No. 53701) in the amount of $85,000 is included in the FY 2026-2027 Capital Projects Budget Account No. 011-53701- 9000.
A budget amendment is needed to add $25,000 bringing the total project budget to $110,000. The FY 2026-2027 funds will also be moved to the FY 2025-2026 budget to complete this project on an earlier time frame.
DISCUSSION
Included in the Capital Improvements Program Budget is funding for the replacement of the carpet in City Hall. In accordance with BMC § 3.30.030, Public Works staff solicited carpet installers for informal proposals and received three informal bids. The results are as follows:

Stanley Steemer of Los Angeles has completed prior services for the City and is qualified to perform the work as described. Staff concludes Stanley Steemer of Los Angeles is the lowest responsive and responsible informal bidder and recommends that the City Council approve the budget amendment and award a contract to Stanley Steemer of Los Angeles. -2-
