ATTENTION: Ryan Smoot, City Manager
FROM:Len Gorecki, Assistant City Manager/Public Works Director SUBJECT: Consideration and possible action to authorize the City Manager to approve Agreement File No. 51.97 – Change Order No. 14-1137-

2.01 issued by the County of Los Angeles Public Works for design modifications to the Woodruff Avenue Traffic Signal
Synchronization Program (TSSP) project.

DATE:April 27, 2026

EXECUTIVE SUMMARY
Agreement File No. 51.97 is a cooperative funding agreement between the City and the County of Los Angeles for the design and implementation of the Traffic Signal Synchronization Program (TSSP) for Woodruff Avenue from Foster Road to Rose Street in Bellflower. The County has issued Change Order No. 14-1137-2.01 in response to the City’s request for design modifications that would incorporate protected left turn signals at the intersection of Woodruff Avenue and Somerset Boulevard as part of the TSSP project.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to approve AFN 51.97 – Change Order No. 14-1137-

2.01, in a form approved by the City Attorney; and
2) Approve a budget amendment to increase the budget in Account No. 115-51608- 9000 to $550,000; or
3) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
The total amount of the proposed Change Order is $123,142, which will be added to the City’s proportional cost-share for the Woodruff Avenue TSSP project. This increases the City’s total project cost contribution to $547,242. The project is Proposition C (Prop C) eligible, and a budget request will be submitted to Metro to increase the overall project funding and utilize Prop C funds to cover the additional cost from the change order.

DISCUSSION
In May 2024, the City entered into a cooperative agreement with the County of Los Angeles for the implementation of Traffic Signal Syncronization Program (TSSP) for Woodruff Avenue. The County project spans the entire length of Woodruff Avenue from Firestone Boulevard in Downey to Willow Street in Long Beach and the costs for the proposed improvements are jurisdictionally shared between the cities of Downey, Bellflower, Lakewood, Long Beach and Los Angeles County.

The City received the final project design in October 2025. The design did not include protected left turn signals at Woodruff Avenue and Somerset Boulevard. Based on the high volume of traffic collisions at this intersection in recent years, coupled with the close proximity to Bellflower High School, the City requested a design modification to include protected left turn signals at this location to improve overall traffic operations and pedestrian safety.

The County reviewed traffic collision data provided by the City and agreed to incorporate our request into the project design. Since the City’s request is outside the scope of the original design, the City is soley responsible for costs associated with the project modification. Subsequently, the County and the awarded contractor have submitted Change Order No. 14-1137-2.01 to the City for approval to incorporate the City’s requested design changes.

The County estimates that the project will start sometime this summer, however a project construction schedule has not been provided to date. When the final construction schedule is received, Public Works staff will notify the City Council.
