14-A
TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Brian McNerney, Director of Public Safety

SUBJECT: Consideration and possible action to authorize the City Manager to execute Agreement File No. 572.3, in a form approved by the City Attorney, with Kingdom Causes Bellflower to provide coordinated homeless outreach, case management, and community mobilization services to assist those experiencing homelessness, and approve a budget amendment to fund services for FY 26/27.

DATE: May 11, 2026

EXECUTIVE SUMMARY

The City of Bellflower has made major investments to address homelessness, including the New Hope Temporary Shelter and the Bellflower Enforcement and Safety Team (BEAST). While the BEAST team has been effective in enforcement, the City has identified a need for expanded outreach, case management, and long-term housing solutions. Kingdom Causes Bellflower, a trusted community partner, has demonstrated success in providing resources and support to at-risk residents.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Agreement File No. 572.3, in a form approved by the City Attorney; and

2) Approve a budget amendment to carry forward an estimated $24,000 in anticipated unspent funds from the Drug Education Fund Rapid Rehousing and Homeless Prevention Account 037-44802-2510 from FY 2025-26 to FY 2026-27, and transfer $53,500 from the unfilled Sheriff Motor Deputy position 010-42173-2200 to the Rapid Rehousing and Homeless Prevention – Public Safety Support Services Account 010- 44802-2230; or

3) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The proposed three-year agreement is not to exceed $380,000. Although Kingdom Causes has proposed a total contract cost of $360,012, additional contingency funding is included to address any unforeseen costs over the term of the agreement.

FISCAL IMPACT – Continued

An existing budget of $32,500 per year for Rapid Rehousing and Homeless Prevention is allocated in FY 2025-26 and FY 2026-27 within the Drug Education Rehabilitation Fund.

The recommendation includes carrying forward available FY 2025-26 funds, utilizing the full budgeted amount for FY 2026-27, and reallocating $53,500 in unspent General Fund budget from the unfilled Sheriff Motor Deputy position from FY 2025-26 to support first-year costs. Funding for FY 2027-28 and FY 2028-29 will be requested through the standard budget process.

DISCUSSION

In December 2024 leading into the City Council’s Strategic Planning sessions, the City conducted a Community Satisfaction Survey (“Survey”) and homelessness was ranked as the top concern facing Bellflower; 87% of respondents reported homelessness as being a very serious or somewhat serious problem. In early 2025, the City Council adopted the 2025-27 Strategic Plan (“Plan”) setting goals, vision, and priorities for addressing community concerns and carrying Bellflower forward. Goals in the Plan included increasing the City’s efforts to keep the City’s public areas safe and clean and to address and respond to homelessness, as well as increased efforts to partner and better coordinate with community resources, service providers and other community groups.

Based on the Strategic plan, the City Council authorized the continuation of the City’s 50 bed temporary shelter – New Hope - and authorized the creation of the Bellflower Enforcement and Safety (BEAST) team. The BEAST team was specifically designed to better enforce safety and cleanliness regulations and to improve the visual appeal of the community. As part of its creation, the City also made plans to address the City Councils vision to improve coordination among community groups, and to better connect residents in need to the services available to them, including New Hope Shelter. In its first five months of operation the BEAST team has successfully reduced the number of ongoing encampments in the City, but open beds are still available at New Hope, and there are still individuals remaining on the City’s streets.

The proposed agreement has been structured to bolster the work of the BEAST team and fill in the remaining portions of the City’s efforts to address homelessness in the community. Kingdom Causes has substantial knowledge of outreach providers and existing connections with those experiencing homelessness in Bellflower and the surrounding areas. They also have extensive experience working with other LA County agencies. The agreement provides for three distinct services as follows:

Outreach and Case Management
 Conduct street outreach in coordination with the BEAST team.  Provide on-going case management, accessing housing opportunities, navigating the Los Angeles County homeless system to match participants with housing needs, income stability, and connecting individuals to behavioral health, supportive services, and job placement.

DISCUSSION – Continued

 Support intake and coordination with New Hope Temporary Shelter and Mercy House to connect clients with housing solutions at the shelter and beyond.

Bellflower Homeless Task Force
 Organize and facilitate monthly task force meetings bringing local community and County stakeholders together to streamline services, reduce duplication of services, promote collaborative problem solving, and improve outcomes for clients and for the community as a whole.
 Assist Mercy House by connecting them with County partners to better facilitate the movement of New Hope Temporary Shelter guests from a temporary shelter setting to permanent housing.

Community Mobilization and Coordination
 Mobilize and train community partners, including civic groups, businesses, and churches, to participate in meaningful and coordinated solutions.  Align resources and efforts, promoting best practices that support long-term pathways out of homelessness.
 Provide training and guidance to community members focused on ways to be helpful in addressing homelessness.

The proposed partnership with Kingdom Causes represents a strategic enhancement to the City’s public safety and homelessness framework and supports the goals outlined by the City Council in the Strategic Plan. By complementing the enforcement strengths of the BEAST team with specialized and focused outreach and case management services, the City will be better positioned to address chronic homelessness in a comprehensive and effective manner.
