ATTENTION: Ryan Smoot, City Manager
FROM:Len Gorecki, Assistant City Manager/Director of Public Works Samuel Mulugeta, Management Analyst I
SUBJECT: Consideration and possible action to authorize the City Manager to execute Agreement File No. 1090.4, in a form approved by the City Attorney, with Ambros Construction, Inc., for on-call maintenance services and minor improvement services.

Date:May 11, 2026

EXECUTIVE SUMMARY
This action would authorize the City Manager to execute Agreement File No. 1090.4 with Ambros Construction, Inc., to provide on-call maintenance services, repair services, and minor improvement services at various City facilities. The agreement establishes a total not-to-exceed contract amount of $150,000.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 1090.4, in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
Funding for these services is included in the Public Works Department’s operating and capital improvement budget, subject to available appropriations. Agreement File No. 1090.4 provides a total not-to-exceed amount of $150,000.

DISCUSSION
Since 2025, Ambros Construction, Inc., has provided services to the City under individual contracts for work including City Hall kitchen upgrades, Planning Department office improvements, and most recently, emergency repairs for water intrusion in the City Manager’s office. During this period, the individual contract amounts were low enough that formal competitive bidding was not required. Ambros Construction, Inc., has successfully completed the City’s insurance and contracting requirements, demonstrating reliability and compliance throughout the vetting process. The City anticipates engaging Ambros Construction, Inc., for additional upcoming projects, including the Finance Department remodel and Planning Department remodel.

DISCUSSION
Ambros Construction, Inc., is a California corporation headquartered in Norwalk. The company was founded in 2017 by Jose (Andy) Chavez and holds California Contractors State License Board (CSLB) License No. 1037467 with A (General Engineering), B (General Building), and C-34 (Pipeline) classifications. Ambros Construction, Inc., is licensed, bonded, and insured.

Ambros Construction, Inc., describes itself as a residential, commercial, and public works construction contractor serving the Los Angeles and Orange County regions. The company’s Better Business Bureau profile lists “Public Works and Government Services” among its service categories, and the company holds a BBB A+ rating. Although no specific contracts with other public agencies were identified during this review, the company’s licensing classifications, public works experience, and demonstrated capacity to meet public agency insurance and contracting requirements support its qualifications to perform the services contemplated by this agreement.

Agreement File No. 1090.4 with Ambros Construction, Inc., will create an “on-call” agreement for general construction services in an effort to address facility needs in a more timely and efficient manner. The agreement allows the City to issue Task Orders for specific projects as needed during the contract term and establishes a total not-to- exceed amount of $150,000 for requested services.

Pursuant to Bellflower Municipal Code Chapter 3.28, Ambros Construction, Inc., may be selected for this on-call agreement without the need for formal competitive bidding. The individual Task Orders issued under the agreement are anticipated to fall below the thresholds requiring competitive bidding under the BMC’s contracting and purchasing provisions. This agreement, structured as an on-call arrangement with individual Task Orders for specific projects, is consistent with the City’s authority to procure maintenance and minor improvement services in accordance with applicable BMC and City Charter provisions.
