FROM:Len Gorecki, Assistant City Manager/Director of Public Works Samuel Mulugeta, Management Analyst I
SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 2 to AFN 230.3 with West Coast Arborists, Inc., in a form approved by the City Attorney, for tree maintenance services.
DATE:May 11, 2026
EXECUTIVE SUMMARY
This action would authorize the City Manager to execute Amendment No. 2 to Agreement File No. 230.3 with West Coast Arborists, Inc. (“WCA”) for one additional year for tree maintenance services, including a Consumer Price Index (“CPI”) rate adjustment.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Amendment No. 2 to AFN 230.3, in a form approved by the City Attorney, with West Coast Arborists, Inc.; or 2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The agreement as amended includes an annual amount not-to-exceed $1,211,000. The City’s FY 2026-27 operating budget includes funding for this purpose as follows: $496,000 under Account No. 010-42329-3100 (General Fund – Streets Department); $55,000 under Account No. 125-42329-3910 (Measure R – Bike Trail Maintenance); and $100,000 in the respective building and grounds maintenance accounts for each park facility, in accordance with the rates in the attached price schedule. The capital projects budget also includes $100,000 under Account No. 011-42329-9000 and $460,000 under Account No. 030-42329-9000 for tree management and planting services primarily related to a federal grant received for those purposes. As previously presented and discussed by the City Council, the USDA (“Grant”), awarded under the Inflation Reduction Act, remains uncertain. The City’s national pass-through partner, GreenLatinos, has indicated verbally that funding appears more stable; however, no written confirmation has been received. If the Grant is discontinued, the associated services will not be performed. -1-

Staff Report – AFN 230.3 Amendment No. 2
May 11, 2026
DISCUSSION
On November 14, 2022, the City entered into Agreement File No. 230.3 for tree maintenance services utilizing the terms and unit pricing contained in the City of Irwindale’s agreement with WCA for a 3-year period. Agreement File No. 230.3 allows the City to extend the contract term for up to three additional one-year terms. The current agreement with WCA is set to expire on June 30, 2026. On April 1, 2026, WCA expressed its interest in extending the current agreement for an additional year with a CPI cost adjustment of 3%. The Director of Public Works reviewed WCA’s request and CPI cost adjustment and found it to be acceptable based on current market conditions. WCA has proven to be a reliable contractor and has been highly responsive to the City’s tree maintenance needs, therefore, we are recommending that the City Council authorize the City Manager to execute Amendment No. 2 to extend the term of the agreement for one additional year and authorize the 3% CPI adjustment to rates as requested. -2-
