DISCUSSION – Continued
Staff notes that Vector USA, in addition to having the most reasonable price, was professional, showed strong attention to detail, and was responsive to all communication with the City. For these reasons staff concludes that Vector USA is the lowest responsive and responsible informal bidder and recommends that the City Council award a contract for these services.
