EXECUTIVE SUMMARY
This action would approve and authorize the conversion of the existing 2-way ‘Stop’ controls to 4-way ‘Stop’ controls on Park Street at California Avenue and the approve installation of red curb parking restrictions on Woodruff Avenue at Park Street pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to convert the 2-way ‘Stop’ controls to 4-way ‘Stop’ controls on Park Street at California Avenue; and 2) Approve the installation of red curb parking restrictions on the east side of Woodruff Avenue and Park Street; or
3) Alternatively, discuss and take other action related to this item.

DISCUSSION – Continued
The guidelines for ‘Stop’ control installations are contained within the California Manual on Uniform Traffic Control Devices (CA MUTCD). The guidelines state that ‘Stop’ signs should be used on a less important road (minor street) that intersects with a main road because the application of the normal vehicle right-of-way rule would not be expected to provide reasonable compliance with the law. For the intersection under consideration, when the characteristics of intersecting streets are similar (both considered minor streets), the lack of driver line-of-sight in conjunction with narrow roadway width justify the conversion from a 2-way ‘Stop’ to a 4-way ‘Stop’ without an extensive and detailed traffic engineer report.

Public Works staff performed a field assessment and confirmed that conditions such as the offset nature of the intersection and that both intersecting roadways are residential neighborhood collector (through) streets makes this a viable request and recommends the installation of ‘Stop’ controls (stop signs, limit lines, and STOP pavement legends) in all four travel directions.

Additionally, the group also requested the installation of red curb parking restrictions on the east side of Woodruff Avenue, north and south of Park Street to improve line-of-sight for vehicles attempting to turn onto Woodruff Avenue from Park Street. This request was also reviewed and Public Works recommends the installation of 40 feet of red curb south of Park Street and 12 feet of red curb north of Park Street. Staff also recommends the installation of 20 feet of red curb on the north side of Park Street to provide greater visibility for drivers in relation to pedestrians crossing Park Street at Woodruff Avenue.

On June 2, 2026, Public Works staff noticed area residents that a request to implement these improvements would be brought before the Public Safety Commission at the June 16, 2026, meeting. At the June 16, 2026, Public Safety Commission Meeting, the Commission concurred with the request and following public input from residents in attendance, recommended that approximately 20 feet of red curb parking restrictions be installed on the south side of Park Street in front of the existing fire hydrant to allow for ample space when vehicles turn onto Park Street from Woodruff Avenue.

The proposed changes are indicated on the attached aerial photograph.
