EXECUTIVE SUMMARY

This action would authorize the City Manager to execute Amendment No. 3 to Agreement File No. 714.4 with Advanced Avant-Garde Corporation (“Avant-Garde”), extending the term for one (1) additional year to continue providing housing consultant services to ensure the City’s Community Development Block Grant (“CDBG”) and Home Investment Partnership (“HOME”) Programs are in compliance with United States Department of Housing and Urban Development (HUD) regulations. This additional allocation would allow Avant-Garde to provide technical assistance outside the core housing program scope, including federal gra nt compliance, procurement, and contracting support for other federally funded projects.

DISCUSSION

Avant-Garde has provided Housing Consultant Services to the City since 2016 to ensure the City’s HOME and CDBG programs are in compliance with complex HUD regulations.

Avant-Garde has since successfully provided housing consultant services and has ensured that the City is in compliance with HUD regulations.

The Scope of Work for housing consultant services includes tasks such as assisting with the administration of the City’s Home Improvement Program (“HIP”), HOME ARP funding, CDBG, Community Development Housing Organization (CHDO) affordable housing projects affordable housing projects; preparing HUD reports such as the Annual Action Plan and Consolidated Annual Performance Evaluation Report (“CAPER”); and updating/maintaining the City’s project and activity information in HUD’s online monitoring system.

Given the increasing number of City projects receiving federal funding across multiple departments, staff anticipates occasional need for technical consultation outside the CDBG and HOME program framework. Providing a limited as-needed consulting allocation would allow staff to efficiently obtain guidance on federal procurement requirements, compliance questions, and grant administration issues without delay, while maintaining consistency in interpretation of federal regulations across departments.
