TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Jim Dellalonga, Director of Economic Development

SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 2 to Agreement File No. 464.6, in a form approved by the City Attorney, between the City of Bellflower, acting as the Successor Housing Agency to the Dissolved Bellflower Redevelopment Agency and Kingdom Causes Bellflower to continue the Homeless Prevention and Rapid Re-Housing Services for Fiscal Year 2026-2027.

DATE: July 13, 2026

EXECUTIVE SUMMARY

This action would authorize the City Manager to execute Amendment No. 2 to Agreement File No. 464.6 with Kingdom Causes Bellflower (“KCB”). Amendment No. 2 will extend the term for one additional year to continue the Homeless Prevention and Rapid Re-housing Program (“HPRP”) administered by KCB.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Amendment No. 2 to Agreement file No. 464.6, in a form approved by the City Attorney; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The total compensation to be paid to KCB under this Amendment is an amount not to exceed $250,000 in FY 2026-2027. Sufficient funds for these services have already been budgeted in Account No. 974-44802-7322 using the City of Bellflower Successor Housing Agency’s Low- and Moderate-Income Housing Asset Funds (“LMIHAF”).

DISCUSSION

On August 25, 2025, the City Council approved Agreement File No. 464.6 to fund the City’s HPRP with KCB. Since the implementation of the program in December 2015, the City has entered into annual agreements to continue providing various forms of assistance and homelessness services to prevent households from becoming homeless and to quickly rehouse and stabilize those experiencing homelessness.

DISCUSSION – Continued

Assistance under the HPRP may include rental vouchers, mediation services, housing searches, credit counseling/repair, and related costs for eligible low-income, extremely low-income and at-risk homeless populations.

Since its inception in 2015, HPRP has assisted approximately 282 families or individuals in the City with housing-related services and short-term rental assistance. During the current fiscal year, 42 households have been provided with housing stability and avoided homelessness, while 9 households have received assistance through the Low-Income Rental Assistance Voucher Program, which gives rental vouchers for up to 12 months to those already experiencing homelessness.

In FY 2025-2026, KCB fully expended the Rental Assistance Funds allocated by the City of Bellflower Successor Housing Agency’s LMIHAF to help Bellflower residents avoid homelessness.

The FY 2026-2027 budget for the HPRP is below:

Program Budget for Fiscal Year 2026-2027
$250,000 LMIHAF Breakdown

Administration (KCB) $25,000
Case Management (KCB) $85,000
Rental Assistance Funds (KCB) $140,000
Total: $250,000
