EXECUTIVE SUMMARY
This action would award a contract to Willdan Engineering in the amount of $468,002 to perform the design of the Lakewood Boulevard Complete Streets Project as part of City Project No. 51609.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 163.19 with Willdan Engineering in a form approved by the City Attorney; or 2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The contract has a not-to-exceed amount of $468,002. Funding in the amount of $1,000,000 was included in the Capital Improvements Project Budget for Lakewood Boulevard Complete Streets Project in Account No. 145-51609-9000.
DISCUSSION
In early May City staff solicited proposals for the design of Lakewood Boulevard Complete Streets Project from four civil engineering firms that currently have approved on call design service agreements. Included in the proposal request was that they consider and incorporate the following components:
• Complete re-design of Lakewood Blvd. from City limit to City limit. While design will be for the entire 2.5-mile-long segment, funding availability for construction will dictate whether the construction will be phased or not. • Grind and overlay of all asphalt surfaces
• Installation of concrete bus pads at existing bus stop locations
Staff Report – AFN 163.19
July 13, 2026
• ADA compliant sidewalks, driveway aprons and curb ramps constructed in front of existing utility poles that cannot be undergrounded and include a landscape component when feasible, particularly south of Artesia Blvd. • The design of additional stormwater catch basins and storm drain on the east side of the project area between Alondra Boulevard and Flower Street as this area experiences flooding during rain events and lacks current storm drainage • The feasibility of landscape medians, particularly south of Artesia Blvd. that incorporates some form of stormwater functionality
• The feasibility of roadway striping to include Class II bike lanes We received proposals from all four firms, and the results are as follows:
BIDDER BID PRICE
Tait & Associates, Inc.$462,465.00
Willdan Engineering $468,002.00
W.G. Zimmerman Engineering, Inc.$962,112.70
Onward Engineering $1,542,535.00
After review of all proposals, staff notes that Willdan Engineering, in addition to submitting the second lowest bid, submitted a comprehensive proposal that addressed all of the requested project elements, showed strong attention to detail, and proposed a design schedule that aligns to City project objectives. Additionally, Willdan is a reputable design firm that has completed similar designs for other agencies, including Lakewood Boulevard re-design and overlay in Lakewood, just south of the Bellflower city limit. Based on their previous design work, specifically on Lakewood Boulevard, staff concludes that Willdan is the most responsive and responsible informal bidder and recommends that the City Council award a contract for these services.
