SUBJECT: Consideration and possible action to ratify Council Member Ray Dunton’s appointment of Sharline Toyama to the Parks and Recreation Commission.

EXECUTIVE SUMMARY
Parks and Recreation Commissioner Mitch Haack resigned from the Parks and Recreation Commission effective May 13, 2026, thus creating a vacancy on the Commission for Council Member Ray Dunton’s appointment for the term ending December 2026. Council Member Dunton has appointed Sharline Toyama to fill the unexpired term. The recommended action would ratify this appointment.
RECOMMENDATION TO CITY COUNCIL
1) Ratify Council Member Dunton’s appointment of Sharline Toyama to fill the unexpired term ending December 2026; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Each Parks and Recreation Commissioner is paid a stipend of $100 per meeting actually attended (not to exceed $100 per month, pursuant to Resolution No. 23-05); Parks and Recreation Commission Meetings are held once a month. The funding for this expenditure is budgeted in Account No. 010-41000-1020.
BACKGROUND
An unexpected vacancy occurred on the Parks and Recreation Commission as a result of the resignation of Commissioner Mitch Haack effective May 13, 2026.
Pursuant to the provisions of the Maddy Act, the Public Notice of Special Vacancy was posted in the City Hall Lobby, Simms Park, Bellflower Substation, Thompson Park, and the City’s website on April 27, 2026. Having satisfied the provisions of the Maddy Act, it would be in order for the City Council to ratify this appointment.
