A total of $407,553 is available in Account No. 900-53609-9000 (Community Development Block Grant) and will be carried over from Fiscal Year 2025-26 to Fiscal Year 2026-27. An additional appropriation of approximately $406,000 is required to fully fund the construction contract.

FISCAL IMPACT – Continued
The City Council may consider one of the following funding options to provide the additional appropriation:
Option 1 – Simms Park Field Renovation (Account No. 012-52701-9000): Transfer $406,000 from the Simms Park Field Renovation project. The project has a Fiscal Year 2026-27 budget of $2 million, and based on discussions with the Public Works Department, the full appropriation is not expected to be expended during the fiscal year.
As a result, reallocating $406,000 is not anticipated to affect the project's current schedule. In addition, Fund 012 – Public Projects Fund generates approximately $300,000 in annual rental revenue from USPS and Shoe Kingdom, which is expected to replenish the transferred amount within approximately 17 months.
Option 2 – Town Center Plaza (Account No. 900-53608-9000): Transfer $406,000 from the Town Center Plaza project, which currently has $568,989 budgeted. The project is not yet shovel-ready and will require additional funding before the project can be mobilized. The Town Center Plaza project can be prioritized for future funding through the City’s annual Community Development Block Grant (CDBG) allocation, which is currently approximately $900,000 annually.
Option 3 – Unassigned General Fund Reserve: Appropriate $406,000 from the Unassigned General Fund Reserve to the project account 011-53609-9000 to fund the remaining construction costs and project contingency.
