TO: Honorable Mayor and Members of the City Council
ATTENTION: Ryan Smoot, City Manager
FROM: Elizabeth C. Oba, Director of Planning and Building Services Melissa Atkinson, Executive Assistant III
SUBJECT: Consideration and possible action to authorize the City Manager to execute Agreement File No. 990.1 with Jouveaar Limited, a California corporation, doing business as Williams Printing, in a form approved by the City Attorney, for on -call commercial printing services.

DATE: August 10, 2026

EXECUTIVE SUMMARY
In 2023, the City of Bellflower entered into agreements with five commercial printing companies: The Addressers, Intergraphics Company, OnGraphics, Apollo Printing, and Williams Printing. Those five commercial printing companies shared a single funding pool and the department's expenditures on specific vendors were tracked via progress payment. The agreement for Williams Printing expired on March 8, 2026, and it was recommended by the Finance Director that the commercial printing agreements be restructured so that each vendor had its own budget, rather than a shared funding pool.

By restructuring the agreements, it would simplify monitoring the budget.

The restructured agreement for Williams Printing covers three years of on -call commercial printing services that include, without limitations, administrative citations form, various applications, various inspection documents, mailing envelopes, and "No Parking" signs.

The total amount of the agreement with Williams Printing is $138,900 ($46,300 per year).

RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 990.1, in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
The Agreement is for a three-year term. The estimated annual cost for on -call commercial printing services is $46,300, resulting in a total Agreement amount of $138,900 over the three-year period. The Agreement will be funded through various operating budget accounts, and sufficient budget exists to cover the cost of the printing services.

Staff Report — Jouvenaar Limited DBA Williams Printing
August 10, 2026

Page 2 of 2 ends

BACKGROUND
➢ On -call Printing Services Agreements
In 2023, agreements were created that included five printing companies that were utilized by various city departments for various printing services. Those five commercial printing companies shared a single funding pool and staff established a progress payment tracking process to monitor amounts spent by each department and the total amount spent between the printing companies.

DISCUSSION
➢ Restructured Agreement
Once the original agreements for the five printing companies expired, it was recommended by the Finance Director that the commercial printing agreements be restructured so that each vendor had its own budget, rather than sharing a single funding pool. Not only would this eliminate the need for progress payment tracking, but it would also make budget monitoring simpler. The departments that will utilize the Williams Printing agreement will be Planning and Building Services, Public Safety, Finance, Public Works, and Parks and Recreation. Each department has provided an estimate of items they may need printed throughout the year and an estimated amount based on prior invoices.
