Date:August 10, 2026

EXECUTIVE SUMMARY
This action would authorize the City Manager to execute a contract, in a form approved by the City Attorney, with Ace Electric, Inc. in the amount of $397,500 to perform the design and construction of the Thompson Park Ballfield Lighting Project as part of City Project No. 52602.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 1150 with Ace Electric, Inc., in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
Funding in the amount of $560,000 of Measure A funding was included in the Capital Improvements Project Budget for Thompson Park Ballfield Lighting Project in Account No. 070-52602-9000.

DISCUSSION
In June, the Public Works Director released a Request for Proposals (RFP) looking for qualified design-build firms to provide professional design, engineering, permitting, procurement, and construction services for the replacement of existing ballfield lighting system at Thompson Park. This project includes the removal of existing lighting infrastructure and the installation of new energy-efficient LED sports lighting designed to improve field illumination, visibility, safety, and operational efficiency while reducing maintenance and energy costs.

DISCUSSION – Continued
The selected design-build team will be responsible for all aspects of project delivery, including site evaluation, photometric analysis, preparation of plans and specifications, permitting, coordination with utility providers, demolition of existing equipment, installation of new poles and fixtures as required, programming of a cloud-based control system, electrical improvements, testing, commissioning, and project closeout documentation.

The City received proposals from two firms, and the results are as follows:

BIDDER BID PRICE
Ace Electric, Inc.$397,500
Electro Construction Corp $421,492
After reviewing all proposals, it appears that Ace Electric Inc., in addition to submitting the lowest bid, submitted a comprehensive proposal that addressed all of the requested project elements, showed strong attention to detail, and proposed a design schedule that aligns to City project objectives. Additionally, Ace Electric Inc. is a reputable design firm that has completed similar designs for other agencies, including Veterans Sports Park in Tustin, Indian Wells Tennis Garden Lighting, Mile Square Park and several school district field lighting improvements. Based on this review, the Public Works Director concludes that Ace Electric Inc. is the most responsive and responsible informal bidder and recommends that the City Council award a contract for these services. -2-
