DISCUSSION
The Caruthers Park Stormwater Capture and Infiltration System, constructed in 2021, has experienced operational deficiencies affecting its overall performance. To address these issues, the City entered into an agreement with Michael Baker International on April 28, 2026, to conduct Phase I assessment of the system. Phase I identified several deficiencies, including malfunctioning flow meters and level sensors, submerged valve vaults requiring repairs, a failed rubber dam system compressor, SCADA programming issues, and the need for cleaning and maintenance of critical system components.
To address these deficiencies from Phase I, the City requested a proposal for Phase II that includes diagnosing and repairing system instrumentation, evaluating and calibrating the SCADA system, repairing the rubber dam system, assessing and repairing valve vault leaks, cleaning and testing infiltration system components, continuing system monitoring, and preparing a technical memorandum with recommendations for ongoing maintenance and future Phase III improvements.
CEQA
Pursuant to the California Environmental Quality Act (CEQA) (Public Resources Code §§ 21000, et seq.) and CEQA Guidelines (California Code of Regulations, Title 14, §§ 15000, et seq.), the City conducted an environmental assessment. Based on the environmental assessment, the project was determined to be categorically exempt pursuant to CEQA Guidelines § 15303 (Class 1 – Existing Facilities). -2-
