15-D
TO:Honorable Mayor and Members of the City Council
ATTENTION:Ryan Smoot, City Manager
FROM:Len Gorecki, Assistant City Manager/Director of Public Works Kimberly Gonzalez, Public Works Coordinator
SUBJECT:Consideration and possible action to authorize the Director of Public Works, or designee, to convert the existing 2-way ‘Stop’ controls on Beach Street at California Avenue and installation of red curb parking restrictions on Woodruff Avenue at Beach Street.

DATE:August 24, 2026

EXECUTIVE SUMMARY
This action would approve and authorize the conversion of the existing 2-way ‘Stop’ controls to 4-way ‘Stop’ controls on Beach Street at California Avenue and approve installation of red curb parking restrictions on Woodruff Avenue at Beach Street pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.

RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to convert the 2-way ‘Stop’ controls to 4-way ‘Stop’ controls on Beach Street at California Avenue; and 2) Approve the installation of red curb parking restrictions on the east side of Woodruff Avenue and Beach Street; or
3) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT
The estimated cost to convert the 2-way ‘Stop’ controls to 4-way ‘Stop’ controls and to install the red curb parking restrictions is $3,000. Funds are budgeted in Account Nos. 010-43170-3100 (Street Maintenance Traffic Paint) and 010-43180-3100 (Street Maintenance Street Signs).

DISCUSSION
At the June 16, 2026, Public Safety Commission meeting, the Commission heard an item to convert the existing 2-way ‘Stop’ to a 4-way ‘Stop’ at Park Street and California Avenue. While deliberating the item, the Commission requested that City staff also review the intersection of Beach Street and California Avenue for similar ’Stop’ control improvements and if red curb can be installed at Woodruff Avenue and Beach Street to improve line of sight for vehicles.

DISCUSSION – Continued
The guidelines for ‘Stop’ control installations are contained within the California Manual on Uniform Traffic Control Devices (CA MUTCD). The guidelines state that ‘Stop’ signs should be used on a less important road (minor street) that intersects with a main road because the application of the normal vehicle right-of-way rule would not be expected to provide reasonable compliance with the law. For the intersection under consideration, when the characteristics of intersecting streets are similar (both considered minor streets), the lack of driver line-of-sight in conjunction with narrow roadway width would justify the conversion from a 2-way ‘Stop’ to a 4-way ‘Stop’ without an extensive and detailed traffic engineer report.

The field assessment performed by Public Works staff confirmed that conditions such as limited driver line-of-sight and narrow roadway width exist at the proposed intersection. As a result, staff is proposing to install ‘Stop’ controls (Stop signs, limit lines and STOP pavement legends) at the intersection in all four travel directions. Therefore, in an effort to enhance safety and more clearly assign right-of-way at each intersection location, the conversion of the existing 2-way ‘Stop’ control measures to 4-way ‘Stop’ controls is recommended.

Additionally, the Commission requested the installation of red curb parking restrictions on the east side of Woodruff Avenue, north and south of Beach to improve line-of-sight for vehicles attempting to turn onto Woodruff Avenue from Beach Street. Public Works staff has reviewed this request and recommends the installation of 30 feet of red curb on Woodruff Avenue south of Beach Street and 4 feet of red curb north of Beach Street.

Staff also recommends the installation of 20 feet of red curb on the north and south sides of Beach Street to provide greater visibility for drivers in relation to pedestrians crossing Beach Street at Woodruff Avenue.

The proposed changes are indicated in the attached aerial photograph.

On August 4, 2026, Public Works staff noticed area residents that a request to implement the requested improvements would be brought before the Public Safety Commission at the August 18, 2026, meeting. Three residents that reside on Beach Street were in attendance and supported the proposed improvements. There was no opposition from members of the public.
