15-E
TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Brian McNerney, Director of Public Safety

SUBJECT: Consideration and possible action to award a contract to Vector Resources, Inc. DBA VectorUSA (“VectorUSA”), for the installation of security equipment at various City facilities; and authorize the City Manager to execute Agreement File No. 1141.1, in a form approved by the City Attorney, with VectorUSA.

DATE: August 24, 2026

EXECUTIVE SUMMARY

Technology to support public safety efforts continues to be researched and implemented in connection with the 2025-2027 Bellflower Strategic Plan. Technology plays an ever- growing role in public safety efforts and serves as a crime fighting and deterrent tool. The City of Bellflower (“City”) applied for a federal grant and was awarded funding to install new and upgraded security equipment at various City-owned properties. A request for proposal (“RFP”) was issued, and VectorUSA was selected as the vendor best able to furnish the City with the requirements needed to complete the project.

RECOMMENDATION TO CITY COUNCIL

1) Award a contract to VectorUSA to install security equipment at various City facilities and authorize the City Manager to execute Agreement File No. 1141.1, in a form approved by the City Attorney; and

2) Approve moving the funds budgeted for the currently unfilled No-Call Motorcycle Sheriff’s Position (Account No. 010-42173-2200) to the General Fund Capital Projects Fund to pay for Project Account No. 011-53601-9000 Park and Facility Security Camera Installation. The funds would be recorded as a transfer out of the General Fund and a corresponding transfer in to the General Fund Capital Projects Fund; or

3) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The proposed Agreement File No. 1141.1 with VectorUSA has a not-to-exceed amount of $1,000,000 for the installation of security equipment at various City facilities. Although VectorUSA’s current estimated project cost is $901,053, the agreement is proposed at a higher not-to-exceed amount to allow for any unforeseen project-related expenditures that may arise during the project.

FISCAL IMPACT – Continued

A federal grant provided through the Office of Congressman Robert Garcia will fund $827,785 (92%) of the current estimated project cost. The remaining $73,268 will be funded by the City.

To provide sufficient budget authority for the proposed agreement, the City will transfer $172,215 from the funds budgeted for the currently unfilled No-Call Motorcycle Sheriff’s Position (Account No. 010-42173-2200) to the General Fund Capital Projects Fund, to be allocated to Project Account No. 011-53601-9000, Park and Facility Security Camera Installation. The transaction will be recorded as a transfer out of the General Fund and a corresponding transfer into the General Fund Capital Projects Fund.

The VectorUSA project cost includes three years of licensing services for security equipment. Beginning in the fourth year, the City is expected to incur approximately $20,000 annually for licensing and $15,000 annually for data charges. These ongoing costs will be included in future budget cycles.

DISCUSSION

The City applied for and received funding from the Office of Robert Garcia to fund two projects: a radio system upgrade (already completed) and a citywide-security project. In coordination with the Public Works and Parks and Recreation Departments a review of existing security infrastructure was conducted and was found to be outdated, segmented, multiple platforms were in use, or facilities had no equipment. The goal of this project is to provide the City with resources and tools to better monitor facilities and properties, curtail vandalism and theft issues, and provide staff with the ability to manage activity at unsupervised parks.

The project will involve the following facilities:

 City Hall  Riverview Park
 Public Works Yard  Butterfly Garden
 Simms Park  Library Garden
 Thompson Park  Flora Vista Dog Park
 Caruthers Park  Constitution Park
 Palm Street Park  Parking Structure

Upon being selected for the federal funding, an RFP was issued soliciting proposals from interested contractors on March 30, 2026. Following the submission deadline four proposals were received. As part of the RFP guidelines proposals were evaluated on five guidelines; 1) contractors experience and qualifications, 2) technical compliance and system capability, 3) implementation plan and timeline, 4) cost, and 5) warranty, support, and equipment maintenance. The table below is the scoring matrix compiled by the selection committee.

PROPOSAL ANALYSIS

After an extensive analysis of all proposals received, the selection committee determined VectorUSA submitted the most comprehensive bid, demonstrated the most knowledge about system deployment and capability, and understood the aim and direction of the City’s overall project.

VectorUSA’s proposal offers a single web-hosted platform which staff can access from any location, offers in-depth searchability to easily and seamlessly find events which may have been recorded, and can expand in deployment based on the needs of the City.

Longevity of the system and its components was also taken into consideration with VectorUSA offering a ten-year warranty. It is recommended to award a contract to VectorUSA.
