ITEM 12-A
Consideration and possible action to conduct a public hearing, adopt Resolution No. 26-33, and consider participation in the Statewide Community Infrastructure Program (“SCIP”).
August 24, 2026
Background
•Sponsored by the CSCDA.
• Allows for financing of public capital improvements and development impact related fees.
•Financed through the issuance of bonds by CSCDA.
• On April 13, 2026, the City Council authorized a development agreement with Bellflower 5 Inv, LLC.
•During discussions, property owner/developer requested City’s participation.
Discussion
•The benefits of the SCIP to the City:
•Program is fully administered by the CSCDA.
•Not liable for repayment of the bonds.
•Participating agency can provide tax-exempt financing to property owners through the SCIP. •The availability of financing will enable developers to make timely payments to the City. • Paying for the costs of public infrastructure through an assessment or special tax alleviates having these costs added to the mortgage balance as part of the purchase price.
Summary
•Developer benefits by financing public capital improvements, facilities and/or development impact related fees at lower rates.
•City benefits by receiving the full fees at bond issuance rather than at the various phases of the construction of the project with minimal to no staff time.
•Homebuyers benefit by having lower mortgage balances, making it easier to qualify for a home purchase.
Recommendation
1) Open the public hearing; take documentary and testimonial evidence; and after considering the evidence, adopt Resolution No. 26-33 – A Resolution authorizing the City of Bellflower to join the Statewide Community Infrastructure Program (“SCIP”); authorizing the California Statewide Communities Development Authority to accept applications from property owners, conduct special assessment and Mello-Roos proceedings, levy assessments and special taxes, form assessment districts and community facilities districts, and issue bonds within the territory of the City of Bellflower; approving form of acquisition agreement for use when applicable; and authorizing related actions.
2) Alternatively, discuss and take other action related to this item.
