SUBJECT: Consideration and possible action to authorize the City Manager to execute agreements with Leibert Cassidy Whitmore for legal services and employment relations consortium services. [Reference Agreement File Nos. 240 and 240.3]

EXECUTIVE SUMMARY
Liebert Cassidy and Whitmore provides labor and employment training to the City and special counsel services upon request. Historically, the agreements with LCW were for fixed terms; it is recommended that the agreement be executed with renewing terms.
Budget approvals will control what, if any, amounts are appropriated for these agreements in the future.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute agreements with LCW for ongoing training (AFN 240) and special counsel services related to labor/employment matters (AFN 240.3), in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Based on spending from fiscal year 2023 -24 through fiscal year 2025-26, the average annual cost is approximately $9,000 for legal services from this firm and $5,000 for Employment Relations Consortium services. Both rates are reviewed annually and may increase. Any future increases will be included in the operating budget.
