15-E
TO: Honorable Mayor and Members of the City Council
ATTENTION: Ryan Smoot, City Manager
FROM: Anna Garan, Director of Finance
SUBJECT: Consideration and possible action to adopt Resolution No. 26-39 - A Resolution amending the Operating Budget to carry over and adjust various capital projects, activities, programs, and revenues; and authorizing the City Manager to implement this Resolution.
DATE: September 28, 2026
EXECUTIVE SUMMARY
On June 9, 2025, the City Council adopted the 2025-2027 Operating Budget (Resolution No. 25-23). Due to certain subsequent activities and developments, budget amendments are necessary for fiscal years 2025-2027.
RECOMMENDATION TO CITY COUNCIL
1) Adopt Resolution No. 26-39; and
2) Commit $1,701,400 of available unassigned General Fund balance for future property acquisitions, replacing the amount previously associated with the former Bank of the West property in the property acquisition reserve; or
3) Alternatively, discuss and take other action related to this item.
BUDGET IMPACT
Below is a summary of the proposed budget adjustments, with amounts rounded to the nearest $1,000, $10,000, or $100,000. Details are provided in Exhibit A to Resolution No. 26-39. The City's Operating Budget will remain balanced and fiscally sound following these amendments.
Budget adjustments for FY 2025-26 increase transfers out of the General Fund (Fund 010) and transfers into the General Fund Capital Projects Fund (Fund 011) by $3.7 million. This includes $1.95 million equal to the New Hope Shelter condemnation deposit and $1.7 million for the former Bank of the West property. The deposit and property were previously recorded as assets in Fund 010 General Fund. The
Staff Report - Resolution No. 26-39 amending Operating Budget for FYs 2025-2027 September 28, 2026
adjustment primarily moves resources from the General Fund (Fund 010) to the General Fund Capital Projects Fund (Fund 011), where the property acquisition costs will be reported as capital outlay. Of the $3.7 million transfer, approximately $2.7 million is funded by budget savings from unfilled Sheriff’s positions, deferred departmental projects, and other cost savings. The Property Acquisition budget in Fund 011 will also increase by $1.7 million to reflect the planned use of the former bank property as a public safety facility. To preserve resources for future property acquisitions, staff also recommends committing $1,701,400 of available unassigned General Fund balance—an amount equal to the cost of the former Bank of the West property—for that purpose.
Adjustments to the FY 2025-26 budget totaling $1.1 million to align appropriations with actual costs and updated year-end estimates, including personnel, contract services, operating costs, capital projects, and other necessary adjustments.
o General Fund (010) – $251,000: Personnel and operating costs for Economic Development, communications and marketing, Caruthers Park and Aquatic Center operations, City Hall building maintenance, and security services (Southwest Patrol).
o Prop A Fund (100) - $99,000: Transit Center security (Southwest Patrol), Long Beach Transit subsidy, and bus stop and shelter improvement costs. o Building and Safety Fund (600) - $159,000: Building and Safety contract services and related costs.
o HOME Fund (910) - $560,000: Update the Community Housing Development Organization (CHDO) set-aside funding consistent with the adopted Action Plan.
Adjustments to the FY 2026-27 budget to carry over unspent funds from FY 2025-26 and update appropriations based on revised project and operating costs.
o Budget carryovers of $2.2 million for approved projects and programs, including the Wireless Broadband Project; General Plan and zoning updates; IT, GIS, and planning contract services; rapid rehousing and homeless prevention services; the City’s seasonal brochure; and Building and Safety contract and software services.
o Other budget adjustments – $440,000 in additional appropriations and transfers out, and $335,000 in additional Building and Safety permit revenue and transfers in. Additional appropriations consist of increases in Building and Safety contract services; General Fund transfer to the Building and Safety Fund to cover costs not funded by the projected increase in building permit revenue due to the partial-year implementation of new building user fees and additional transfer to the CDBG fund for administrative costs; Human Resources operating costs; security services; and Long Beach Transit subsidy costs.
Adjustments to the FY 2026-27 budget to carry over unspent capital project funds from FY 2025-26 and adjust appropriations and related revenues to reflect revised project costs and available funding.
Staff Report - Resolution No. 26-39 amending Operating Budget for FYs 2025-2027 September 28, 2026
o Carryover of $38.3 million in appropriations and $17.8 million in revenues for previously approved parks and facilities, including the Oak Center, City Hall and Public Safety Facility, street and traffic improvements, stormwater projects, and other infrastructure projects.
o Capital project budget adjustments of $6.1 million in additional appropriations and $5.9 million in revenues to reflect updated project cost estimates and new capital grants and other funding sources.
Adjustments to the FY 2026-27 budget to carry over approximately $141,000 in unspent grant appropriations and $359,000 in related grant revenues from FY 2025- 26 for the CalRecycle, SBA/Congressional Small Business, Hazard Mitigation, and Clean California grant programs.
