TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: P.J. Mellana, Director of Parks and Recreation
Sergiu Todorov, Information Technology Manager

SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 3 to Agreement File No. 663.2, in a form approved by the City Attorney, with Golden Star Technology, Inc. (GST), for Information Technology and Consulting Services.

DATE: September 28, 2026

EXECUTIVE SUMMARY

This action would authorize the City Manager to execute Amendment No. 3 to Agreement File No. 663.2 with Golden Star Technology, Inc. (“GST”) for Information Technology (IT) support and consulting services.

The amendment reflects a transition in the City’s IT service model. GST will continue providing its existing managed IT support services through December 31, 2026, after which those recurring services will end and be assumed by City staff. GST will remain available on an as-needed basis for specialized IT engineering services, such as network, server, and infrastructure assistance when additional resources are required, as well as for the purchase of hardware, software, support, and renewals.

The amendment also extends the agreement through December 31, 2029, and establishes an annual not-to-exceed amount of $150,000 beginning January 1, 2027. The agreement does not establish a minimum purchase or guaranteed level of work.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Amendment No. 3 to Agreement File No. 663.2, in a form approved by the City Attorney; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

GST will continue providing its existing managed IT support services through December 31, 2026 under the existing rates. Beginning January 1, 2027, the City will no longer incur the recurring managed services cost under the agreement.

Amendment No. 3 establishes annual spending authority of up to $150,000 for as-needed GST services and purchases. This consists of up to $50,000 for specialized IT engineering services and up to $100,000 for hardware, software, support, and renewals.

The $150,000 represents maximum annual authority and does not establish a minimum purchase or guaranteed expenditure.

Funding for services and purchases will be subject to available appropriations within the City’s adopted Information Technology budget.

DISCUSSION

In October 2023, the City entered into Agreement File No. 663.2 with Golden Star Technology, Inc. (“GST”) for information technology support and consulting services. The agreement was subsequently amended to include technology purchases and extend GST’s ongoing IT support services.

Since that time, the City’s reliance on technology has continued to expand across its operations, increasing the need for consistent, ongoing IT support. GST has informed the City that it will be unable to continue providing its existing level of managed IT support services beyond December 31, 2026. Staff is therefore evaluating the City’s longer-term IT support needs and working with Human Resources and City Management to address the remaining organizational, staffing, and operational components necessary to support a smooth transition.

Amendment No. 3 provides for an orderly transition by continuing GST’s existing managed IT support services through December 31, 2026. Thereafter, GST will remain available on an as-needed basis for specialized IT engineering services and technology purchases.

Beginning January 1, 2027, the agreement will authorize up to $50,000 annually for specialized IT engineering services and up to $100,000 annually for hardware, software, support, and renewals. Technology purchases will remain non-exclusive, allowing the City to use other vendors when appropriate.

The amendment also extends the agreement through December 31, 2029. This provides the City continued access to GST as a technical and purchasing resource without requiring a minimum level of services or expenditures.

Staff recommends approval of Amendment No. 3 to maintain continuity during the transition while preserving access to GST for IT engineering services. 2
