EXECUTIVE SUMMARY
Human Services Association (HSA) has operated an older adult congregate meal program at Simms Park for decades through a successful partnership with the City. With the program transitioning to the Oak Center, staff recommends formalizing the arrangement through a License Agreement.
The partnership supports the Oak Center’s operational vision for older adult programs and services. The License Agreement formalizes HSA’s use of the facility and each party’s responsibilities.

DISCUSSION
HSA has operated an older adult congregate meal program at Simms Park for decades.
The long-standing partnership allows HSA to provide meal service and related programming for eligible older adults while the City provides access to public facility space.
With the opening of the Oak Center, the program is anticipated to transition from Simms Park to the new facility. The partnership directly aligns with the Oak Center’s operational vision as a multigenerational community facility providing coordinated programs and services, including dedicated opportunities for older adults.
The proposed License Agreement formalizes this mutually beneficial arrangement. HSA will remain responsible for administration and operation of the program, including personnel, supplies, equipment, required permits, and applicable health and safety requirements. The City will retain control over the areas, days, and hours authorized for HSA’s use.
The Agreement has a five-year term beginning November 1, 2026, and preserves the City’s ability to terminate the Agreement. HSA will also be required to maintain the insurance and indemnification protections specified in the Agreement.
Staff recommends approval to continue a successful partnership, support the Oak Center’s operational goals, and establish clear responsibilities for HSA’s use of the facility.
