REPORT FROM CLOSED SESSION
City Attorney Rennie stated that the City Council approved a tentative Memorandum of Understanding Agreement with the Mid Management Confidential Employees Association for formal approval on June 28, 2022.
Consideration of an Amended Exclusive Negotiating Agreement with LINC Housing for an Affordable Housing Project located on El Camino Real at Hill Street, and Authorizing Streamlined Ministerial Review Pursuant to Senate Bill 35 (APN’s 045-163-070, 045-162- 070, 045-162-080, 045-162-090) (Item continued from June 14, 2022 Special Meeting) Community Development Director de Melo provided a background on the requested amendment to the Exclusive Negotiating Agreement (ENA) Term Sheet with LINC Housing. He stated that Linc Housing entered into an ENA with the City in 2018 for development of a 100 percent affordable rental housing project on City owned land located at Hill street and El Camino Real.
He noted that since 2018 four extensions to the ENA were approved. He noted that LINC was successful in securing project financing awards through San Mateo County Affordable Housing Fund which funded predevelopment activities. He explained that the revised financing plan requires the Developer to submit a funding application to the HCD Multifamily Housing Program (“MHP”) by June 28, 2022. The Developer is applying for over $9,000,000 in funding from the MHP, and projects that are eligible to be processed under SB 35 receive a significant competitive advantage. He stated that SB 35 specifically requires that Cities offer streamlined ministerial review for projects that help make progress towards any unfulfilled RHNA allocation. He noted that the LINC Housing project is providing very-low-income units and Belmont has not yet met its RHNA allocation for very low-income housing unit production. He stated that the City intends to donate City Housing Successor property to the Developer for the project. He explained that the project sites have most recently appraised at approximately $4,000,000, which will further increase the projects competitiveness for LIHTC funding. He stated that approval of the resolution and execution of an Amended ENA does not commit the City to any specific financial obligation.
Council Discussion ensued regarding the origins of the project.
In response to council comments Mr. de Melo stated that LINC is requesting to secure the property from the City, seek expedited review of the project through SB35, he noted that the developer has an additional funding request that will be addresses at another time.
LINC Housing presented an overview of the proposed project milestones to date and next steps.
Council concurred to that the project needs to move at a greater pace and concurred to support staff recommendations.
