Measure I 0 0 251184 1594710Expenditures:Projects 0 0 0 105000 Totals, excluding Measure I (Fund 102 & $1 million revenue in Fund 310) 1912996 1369453 Fund 231 - Totals are first multiplied by 69%, representing the average percentage of total spending in the two divisions that include spending on pavement; and then multiplied by 50%, which is a very rough estimate of spending on pavement in the two divisions. There are no records to show the actual percentages, because city workers don't track their time.Fund 234 - Totals are multiplied by 32.6%, which is the total spending on pavement for the four years, divided by total spending in the fund ($2,062,500/$6,333,413).

Note 1 - Transfers are excluded from total funding, so they are not counted twice. Funding of $1,597,189 in Fund 310 for FY 2018 may be part of the $2 million allocated by the Council for 5 years. Funding totals for Funds 231 & 234 are estimates, calculated as follows:

Fund 234 - Totals are multiplied by 32.6%, which is the total spending on pavement for the four years, divided by total spending in the fund ($2,062,500/$6,333,413).

Note 2 - Total spending for the two divisions in Fund 231 that include spending on pavement are multiplied by 50%, which is a very rough estimate of spending on pavement in those two divisions. There are no records to show actual spending on pavement in Fund 231 because city workers don't track their time by type of activity. Conclusions: For the past four years, I estimate that funding for street pavement has totaled about $1.9 million per year, and spending on pavement has totaled about $1.4 million per year. About $1 million in annual funding has come from the general fund, and most of the rest has been from the gas tax, Measure A, service charges, and grants. Spending on pavement in Fund 231 is a very rough estimate, because city workers don't track their time.
