Relevant Experience
MLK Jr. Way Quick-Build Application for Berkeley, CA
Alta supported the City of Berkeley in preparing three Active Transportation Program grant applications in 2020. The MLK Jr. Vision Zero Quick-Build application has been recommended for funding to improve nine uncontrolled intersections on a high injury corridor using low-cost, durable materials. Alta helped Berkeley secure $600K through the Caltrans ATP Quick-Build Grant Program. Jeff served as the Project Manager.
Pruneridge Avenue Complete Streets Plan, Santa Clara, CA As Project Manager, Jeff is leading a Complete Streets corridor study on Pruneridge Avenue that will identify potential improvements for people walking, bicycling, driving, and taking transit. The ultimate goal of this study is to evaluate the feasibility of a road diet that will repurpose a travel lane for bicycle facilities. Jeff is overseeing an guiding all elements of Alta’s work, which has included extensive data collection to analyze safety, connectivity, and level of stress, as well as a robust in-person and virtual public engagement process. Alta is using these findings to develop a Complete Streets plan that will meet the needs of all users on Pruneridge Avenue and increase multimodal connectivity in the City of Santa Clara.
Cordova Creek to Trail Feasibility Study, Rancho Cordova, CA Alta assisted the City of Rancho Cordova in analyzing the feasibility of a future creek trail connection to existing and proposed active transportation infrastructure. The trail connects the popular American River Parkway to existing bike lanes, bus stops, transit stations, schools, homes, and local businesses. Alta provided public outreach, bike and pedestrian counts, and socio-economic data analysis to help identify the connection which has the strongest user potential and help move the City toward implementation. Jeff served as Project Manager.
Ney Avenue Traffic Calming, Oakland, CA
Alta developed a traffic calming plan for the Ney Avenue neighborhood in east Oakland. During the COVID pandemic, Alta conducted a socially distanced outdoor outreach activity where traffic calming features were demonstrated with cones and spray chalk. Community members were able to evaluate designs and given their own piece of chalk to make design modifications in the field. Jeff served as the Project Manager and outreach leader for this project.

Active Streets Plan, Sacramento, CA
Alta is preparing active transportation audits for three Community Plan areas to identify deficient active transportation infrastructure and prioritize 2021 investments in high-injury portions of the network. As a Planner, Charlie contributed to the plan review and assessment of community characteristics (demographics, existing land use, and transportation patterns). He also contributed to several analyses, including for equity (CalEnviroScreen, Healthy Places Index, California Heat Assessment Tool, Tree Canopy Analysis, Housing & Transportation Cost Index), existing transportation networks (bicycle, pedestrian, and transit), and safety (collisions).
Active Transportation Plan, Folsom, CA
This Active Transportation Master Plan combines and updates the master plans for both pedestrian and bicycle facilities in the City of Folsom. The plan will guide planning, development, and maintenance of existing and future bicycle and pedestrian facilities within the city, including recommended citywide active transportation network improvements and SRTS. The purpose of the plan is to increase bicycling and walking opportunities through the creation of a safe, connected, convenient, and visible active transportation network. As a Planner, Charlie worked to coordinate and implement all field observations. He is also helping develop the final infrastructure, programmatic, and policy recommendations.
Safe Routes to School Program, Alameda County, CA
Alta developed a data-driven approach to prioritize walk audits throughout Alameda County and provides up to 40 audits each year. Alta also leads an annual evaluation effort that analyzes mode shift as well as program equity and participation. Charlie served as Planner, helping lead School Safety Audits focusing on evaluating barriers and opportunities to biking and walking to various school sites. Following the field evaluation, he worked to develop infrastructure improvements addressing deficiencies around each school site.
Breckenridge Electric Bike Share Feasibility Study, CO
Charlie served as Project Planner for Alta’s efforts to provide a feasibility study and recommendations for the implementation of an electric bike share system in the resort Town of Breckenridge. Charlie helped conduct a bilingual and community driven public engagement process, provided comprehensive review of existing conditions and bike share demand, and aided in the development of system recommendations.

SENIOR PROJECT MANAGER II / SENIOR ANALYST II
AREAS OF EXPERTISE
Environmental Analysis / CEQA / Air Quality and
Greenhouse Gas Analysis / Noise Impact Analysis
QUALIFICATIONS
Phil Gleason has supported MIG’s Air Quality, Greenhouse Gas, and Noise Services business for over half a decade. He is well versed in many aspects of environmental analyses, but specializes primarily in air quality, greenhouse gas (GHG), and noise analyses for environmental documents prepared pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).
Mr. Gleason has served as a technical analyst for a wide range of projects, including residential, commercial, industrial, and governmental, and school land use developments. He has
analyzed impacts from individual, site-specific development projects as well as larger planning documents, such as Specific Plans and General Plans.
Phil has in-depth knowledge of the data sources and calculations CalEEMod uses to estimate air quality and GHG emissions, as well as the model’s under lying calculation methodologies, and can evaluate atypical construction scenarios using emission factor databases, such as EMFAC and OFFROAD. Mr. Gleason is also versed in the preparation of potential human health risk assessments associated with receptor exposure to toxic air contaminants using dispersion models (e.g., AERMOD) and guidance issued from local air districts and the California Office of Environmental Health Hazard Assessment. In addition to his knowledge of models and emission factor databases, Mr. Gleason has also developed and refined community and municipal GHG emission inventories (consistent with ICLEI’s U.S. Community Protocol for Accounting and Reporting of Greenhouse Gas Emissions and Local Government Operations Protocol), forecasted GHG emissions for future years, and quantified emission reductions attributable to policy implementation.
Mr. Gleason has conducted ambient sound monitoring at sites smaller than an acre and larger than 10,000 acres. He often uses FHWA’s Roadway Construction Noise Model (RCNM) and Traffic Noise Model 2.5 (TNM2.5) for estimating construction and traffic noise levels, respectively, and has employed the use of the SoundPLAN noise modeling software to determine the
significance of noise generated at industrial sites.
