Phase 1
Grant: Urban Stream Restoration Program
(USRP)
The City of Belmont has secured the Department
of Water Resource’s USRP grant funds as
provided for by the Safe Drinking Water, Water
Quality and Supply, Flood Control, River and
Coastal Protection Bond Act of 2006 (Proposition
84) and the California Drought, Water, Parks,
Climate, Coastal Protection, and Outdoor Access
for all Act of 2018 (Proposition 68) for the
Belmont Creek Stream Restoration project.
i. Grant work to be complete by June 30, 2025
(extensions permitted)
ii. Not to exceed $1,000,000 (plus $600k in
matching $$)
iii. Funding match of 20% of the total project
cost shared between the City of Belmont
($300k), County of San Mateo, and the City

Phase 2
Grant: In Progress
The City has identified multiple potential funding
sources for Phase 2.

One source is from the California Natural
Resources Agency’s Urban Greening Grant
Program funded by the State’s cap and trade
auction revenue as administered through the
Greenhouse Gas Reduction Fund. In 2021, SB 170
allocated $50 million from the General Fund to
the CNRA for its Urban Greening Program.

The Urban Greening Program funds projects that:
i. reduce greenhouse gas emissions;
ii. acquire, create, enhance, or expand
community parks and green spaces;
iii. achieve multiple benefits.

Construction and Park
Impacts
• Restoration work will occur primarily during the
summer and fall when creek flow is lowest.
• Planting and park improvements will occur into the
winter and spring of the following year.
• Creek will be temporarily dewatered during the
summer.
• Contractor will use portions of the park near the
creek for staging. These locations need to be
determined.
• During construction portions of the park will be
closed to the public, most park activities can
continue.

Belmont Creek Restoration Project 17
Will cover both Phase 1 and Phase 2
• CEQA can cover larger project than the project that
ultimately is implemented
• IS/MND is anticipated but final route (IS/MND vs EIR) will be determined once we know the outcome of
cultural field work (summer 2023)
• Boring for cultural exploration to occur in May or
June

Plan
• Identified Twin Pines Park as a
location
• Project Objectives
• Reduce downstream flooding by
lowering peak flows and detaining
runoff volume
• Reduce sediment load that
decreases channel capacity
downstream
• Improve water quality
